Job Description

The Vanuatu Society for People with Disability (VSPD) is a national wide Non-Government Organisation which assists people with disabilities to participate as fully as possible in Community life in Vanuatu. VSPD has been providing support and services for people with disabilities in Vanuatu for more than 30+ years. Our services include early intervention, community based rehabilitation, advocacy and awareness relating to disability and the rights of people with disabilities.

Due to continued growth, we are now seeking expressions of Interest for a Human Resource Officer who will be based in Port Vila.

Purpose of Position
The Human Resource officer will work under the direct supervision of the Operations Manager (OM) and will be responsible for administering the Human Resource policies and procedures 0f the organization to optimize productivity and employee satisfaction. This work is also essential to ensuring the efficient, transparent and reliable functioning of VSPD’s human resources by working towards VSPD’s Vision of:

“All people with disabilities in Vanuatu are empowered to meaningfully participate in all levels of society, are independent and are fulfilling their maximum potential. They have self-respect, understand their own value and are participating as equal members of society, and accessing appropriate, quality support and services as and when required”.

Duties & Responsibilities
Human Resource:

  • Advertise new positions, manage selection and recruitment of staff
  • Plan and conduct new employee/volunteer induction and orientation
  • Implement and monitor performance management system in accordance with VSPD staff manual/Code of conduct
  • Compile and update employee records (Hard and Soft Copy)
  • Assist in payroll preparation by providing relevant data (absences, leaves etc)
  • Coordinate employee safety, welfare and wellness
  • Identify and manage training and development needs for employees
  • Handle employee complaints, grievances and dispute resolutions
  • Administer employee disciplinary processes
  • Review and update employee rules and regulations
  • Conduct exit interviews
  • Implement all human resource policies and procedures

Required Skills and Experience:

  • A minimum of 3-year experience in public or private administration
  • Certificate of Diploma in Human Resource Management, business administration or equivalent
  • General Human Resource experience
  • Knowledge of the principles and practices of HR management
  • Knowledge of labor laws
  • Excellent organization and strong communication skills
