Project: Home Leave Cover CARE in Vanuatu Finance and Operations Director
Place of Assignment: Port Vila, Vanuatu
Duration: Full time for two months with possible extension starting March 2022

CARE Vanuatu is part of the global CARE International confederation, which helps poor and vulnerable people in more than 93 countries around the world. CARE has been in Vanuatu since 2008, working with communities to build resilience to disasters and climate change shocks and increase women and girls’ involvement in community and national leadership.
CARE in Vanuatu is supporting communities in TAFEA, PENAMA and Port Vila with funding support from DFAT, USAID, EU and other funding donors.
PURPOSE
The purpose of this position is to oversee the day-to- day operations (Finance, Admin, Procurement, Compliance and Logistics) through the Finance Manager, the Administration Manager The Finance and Compliance Coordinator. During this period, In coordination with the Finance and Operations Director (FOD) who will be providing limited remote support working from home, the position will;
- Take lead in the Budget Development, Monitoring, Project Reporting and Audits.
- Provide Support in financial Recording, transaction reviews and monthly financial processes
- Provide Support in Procurement and Logistics management
- Monitor and ensure CARE International and Donors compliance requirements are adhered to.
The position will be provided signing/approving authority for staff leaves/requests, Purchase Requests, Purchase Orders and Payment Vouchers following the FOD’s Delegation Of Authority.
Selection Criteria
- Minimum of 5 year experience in finance, administration and accounting management in international non- governmental organisations (INGOs)
- Accounting, business administration or finance college degree
- Extensive experience in Computerized System – Sun System (preferred), XERO, SAGE, MYOB
- Proven high level skills in excel (setting-up complicated formula)
- Understanding of multi and bilateral donor policies and procedures
- Ability to use systems to track accounting activities
- Currently in-country and permitted to work in Vanuatu
- Preferred knowledge and experience working in Vanuatu or in the Pacific working with INGOs
