HEALTH PUBLIC- PRIVATE PARTNERSHIP POLICY CONSULTANT
The Vanuatu Australia Health Partnership (VAHP) represents a 15-year bilateral investment from the Australian Government to support Vanuatu’s Ministry of Health (MoH) to deliver the health components of the National Sustainable Development Plan 2016–2030. VAHP works alongside the Ministry of Health corporate services, public health and clinic services staff to increase delivery of equitable, accessible and better-quality essential health services, and support senior staff to lead continuous improvement and strengthened accountability of the Vanuatu health sector.
Position Overview
VAHP is seeking a short-term consultant (20 days over 3 months) to develop a Health Public-Private Partnership (PPP) Policy for review by the Vanuatu Government. The health sector faces chronic underfunding, low expenditure, and reliance on external funding, with limited fiscal space and minimal operational funding for Public Health. While options such as social health insurance, community financing, earmarking of ‘sin taxes,’ levies, and regional supply chain pooling have been explored, progress requires protracted policy and legislative change. PPPs provide a strategic opportunity to leverage private sector expertise, investment, and innovation to strengthen health services, infrastructure, and technology. A potential second phase, subject to funding, will examine implementation modalities for health sector PPPs.
