The Pacific Aviation Safety Office (PASO) invites applications for the position of Head of Donor Programs (HDP) within its Donor Programs Unit. This position will be located at the head office in Port Vila, Vanuatu.
1. Background
PASO was established by the formation of the Pacific Islands Civil Aviation Safety and Security Treaty (PICASST). PASO’s principal objective under PICASST is to provide quality aviation oversight safety and security services on behalf of its ten Member States so that they can meet international standards required under the ICAO Convention.

2. The Position
The Head of Donor Programs (HDP) is responsible for the successful planning, managing, and implementing donor relationships and agreed programmes. The role leads the following core areas:
- Donor Program Management
- Reporting and Donor Compliance
- Business Development
- Risk Management
- Senior Management Team Member
The role is also a member of PASO’s Senior Management Team and is expected to make significant contributions to the overall success and direction of PASO through the responsibilities in the position but also in working collaboratively with their peers. The position has 1 direct report to support the delivery of our obligations.
3. Key Selection Criteria:
Qualifications:
- A degree in Finance, Project Management, Law, Management or related field from recognised University.
Professional Experience:
- Have management experience and an in-depth understanding of donor programs.
- At least 5 years of relevant experience in a similar role.
- Proven experience in managing multi-faceted projects with diverse stakeholders and tight timelines and the ability to work independently and with stakeholders as required.
- Strong analytical and strategic thinking skills, leadership, diplomacy, and advocacy.
- Excellent verbal, written and presentation communication skills in English, with demonstrable high-level reporting skills.
- Experience in implementing business transformation programs in a similar sized organization.
- Familiarity with project requirements of donor projects will be an advantage.
- Ability to work in a multicultural, inclusive and equitable environment.
Desirable Expertise:
- Knowledge of and/or experience in the aviation industry would be an advantage.
4. Salary, Terms and Conditions:
Contract Duration – Until 30 June 2026 – subject to renewal depending on funding and performance.
Remuneration – The Head of Donor Programs is a Tier 2 position, with a starting annual base remuneration of NZD$100,000 per annum. An offer of appointment for an initial contract will normally be made at this range, with due consideration given to experience and qualifications. Income tax is not applicable in Vanuatu; therefore, remuneration of local and expatriate PASO staff is not subject to income tax.
Benefits for International employees based in Vanuatu – PASO provides establishment and repatriation grant, relocation and repatriation allowance for the employee and dependents including shipment of personal effects, temporary accommodation for up to two weeks on arrival and one week on departure.
