VACANCY ANNOUNCEMENT (LONG-TERM PSC)
GENERAL SERVICES MANAGER

Peace Corps Vanuatu wishes to recruit a qualified and motivated candidate for the full-time position of a General Services Manager under the supervision of the Director of Management and Operations (DMO).

The General Services Manager will:

  • Manage Peace Corps facilities, including supervising construction, renovation, upgrade and maintenance projects, and performing maintenance tasks for the office and staff residences,
  • Be responsible, in conjunction with Management, for the overall management of the vehicle fleet and Peace Corps properties,
  • Assist with acquisition and procurement of all supplies for Peace Corps Vanuatu
  • Assist with the management of leases and service contracts,
  • Lead all shipping and customs issues for incoming and outgoing shipments,
  • Supervise the General Services team comprising of the Facilities Maintenance Assistant and the General Services Support Assistant/Cleaner.
  • Be required to work from Monday-Friday (8AM-5PM) and may have to work evenings, weekends and/ or public holidays during Pre-Service/ Inservice Trainings or other events; and/ or when there is an emergency.

Required Qualifications:
Applicants for this position must demonstrate the following capabilities:

a. Education: A University diploma in business administration or a closely related field, or 7+ years’ experience in a General Services related field.
b. Prior Work Experience: A minimum of two years of progressively responsible
experience in General Services role
c. Language Proficiency: Fluency in English and Bislama both written and oral.
d. Using database: Experience in inputting and managing data for managing
vehicles and inventory.
e. Abilities and Skills: Excellent interpersonal and communication skills to engage effectively with diverse international and local staff and stakeholders like vendors, landlords, and the general public.
f. Ability to work under pressure and to prioritize tasks during work overload.
Must be able to prepare accurate reports, analyze data and offer advice with
objectivity.
g. Must have basic Microsoft computer skills: Word and Excel.
h. Have a valid Driver’s license.

Desired Qualifications:

  • Prior experience in property, acquisition and disposal management.
  • General knowledge of logistics and inventory management processes
  • Understanding of basic procurement principles
  • Knowledge of shipping and customs for Vanuatu
  • Polite manners, professionalism and sense of discretion under all circumstances
  • Have a valid Common Driver’s license or ability to obtain a Common Driver’s license

Position Elements:

a. Supervision Received: This position is under the general supervision of the Director of Management and Operations (DMO) and in her/his absence by the Acting DMO/DDMO or Country Director.
b. Supervision Exercised: GSM will directly supervise General Service junior staff members and indirectly coordinate the work of casual contractors and supervise when required.
c. Available Guidelines: The GSM must follow policies and procedures as outlined in core operating manuals such as Property Management Handbook, Vehicle Fleet Management Guide, Federal Acquisition Regulations (FAR).
d. Exercise of Judgment: The GSM must resolve simple logistical problems with sound judgement; they must utilize available guidelines for most matters.
e. Authority to Make Commitments: This position does not have authority to make any financial and/ or contractual commitments except when these are in line with established policies for procurement/acquisition that should be previously approved by the authorized Contracting Officer.
f. Nature, Level, and Purpose of Contacts: GSM has regular contact with staff, Volunteers, HQ, US Embassy, local service providers, vendors, and the community at large. These contacts are used to achieve the duties of GSM including property management, acquisitions, disposals, travel logistics, leasing and contracting, shipping, and other duties as assigned.
g. Time required to Perform Full Range of Duties after entry into the Position: One year.
