Over 250,000 people were affected by the two category 4 tropical cyclones that hit Vanuatu on 1 March (TC Judy) and 3 March (TC Kevin).

CARE in Vanuatu (CiV)’s 9-month Rapid – Shelter Early Recovery Project will provide immediate early recovery support based on NDMO and CARE rapid assessment findings and increase resilience and build back safer reconstruction for households affected by TC Judy and TC Kevin across targeted areas in Tafea Province. The goal of the project is to provide immediate early recovery shelter and build back safer reconstruction support to affected households in hard to reach islands of TAFEA province.

CARE in Vanuatu is looking for a Gender Officer to be based in our Tanna office.

Your major responsibilities will be varied and will include:

  • Contributing to CARE Vanuatu’s overall Shelter Early Recovery Project, and the development of the project strategy, focusing on Gender and Protection processes;
  • Demonstrate a passion for gender equality and a commitment to CARE’s approach and values including ethnic diversity and cultural sensitivity;
  • Support the project to implement the recommendations to come out of the TC Judy/Kevin Rapid Gender and Protection Analysis, including:
  • Ensure gender analyses are used to inform all project activity implementation; meaningful engagement and participation of women and other marginalized groups, actively promote women’s leadership, mitigate the risk of GBV, and ensure Protection from Sexual Exploitation, Abuse and Sexual Harassment (PSEAH) and safeguarding.
  • Consulting with women, girls, people with disabilities and other marginalized groups in shelter design, using data to revise designs, and involving women and people with disabilities in technical training.
  • Ensure that the Safe Programming and GBV Risk Mitigation guidelines are followed;
  • Prepare detailed budget requests for each field trip and activities;
  • Request and clear all field cash advances in a timely fashion in accordance with CARE Finance policies and procedures;
  • Produce oral and written reports on project activities, focusing on gender and protection;
  • Work in close cooperation with CARE colleagues to support the progress and achievements of the project, with a focus on gender and protection processes.

Required qualifications and skills:

  • Minimum technical diploma and/or vocational training in rural development studies or gender and/or minimum 2-3 years relevant work experience, preferably in community based women’s economic empowerment work and/or activity implementation with an International Non-Government Organisation (INGO);
  • Fluent oral and written Bislama with excellent facilitation skills and good oral and written English.
  • Ability to analyse intricate information and produce concise and accurate reports;
  • Demonstrated high level organisational and time management skills, including the ability to plan and manage workflows and balance competing priorities to ensure timely processing to meet deadlines in a complex environment;
  • Demonstrated ability to take direction and to work as part of a team;
  • Demonstrated experience in following standard policies, procedures and processes;
  • A willingness to learn about CARE, gender equality and women’s empowerment activities;
  • Proven ability in managing a budget and/or cash; and
  • Good Knowledge in Microsoft Office including Microsoft Word and Excel, with Keyboard/ Data entry and numeracy skills
