CARE is recruiting the position of Gender Equality Program Manager for its Country Office in Vanuatu.

About the Country Office
Since 2008, CARE International has been working with the people of Vanuatu to increase resilience to and reduce the risk posed by disasters with activities focused at both local community and local administrative levels. Since 2012, CI has deepened its activities to provide women’s access to economic opportunities, legal protections and reduce gender-based violence.

CARE International’s Country Office in Vanuatu is managed by CARE Australia on behalf of CARE international.

The Role
CARE Vanuatu’s Gender Equality Portfolio involves a diverse range of donor funded projects managed by a national Gender Equality Project Managers and their teams. The Gender Equality Program Manager will contribute to high quality results through supporting, coaching and mentoring these project managers. Together with project managers, they will support and prioritise CARE’s strategic partners and key actors in gender equality in Vanuatu including the Department of Women’s Affairs, UN agencies, INGOs and CSOs as well as CARE’s donors. The role leads the development and implementation of the Gender Equality program which aims to empower women and girls economically, support women and girls’ leadership and prevent gender based violence. The role will be responsible for all aspects of program management, including managing multiple donor projects, providing oversight of program activities, quality control, monitoring and evaluation, reporting and budget management as well as development of new projects.

The role is also expected to represent CARE International in Vanuatu in relevant networks and meetings, particularly those that are related to gender. This includes managing CARE’s role as Co-Lead of the Gender & Protection Cluster.

Location
The position is based in Port Vila, Vanuatu. While this is an open international recruitment, Ni-Vanuatu candidates and other Pacific Islanders are strongly encouraged to apply. Given current restrictions, employment contract will be issued subject to being able to secure visa and travel approvals for the candidate to enter Vanuatu. Key Responsibilities

  • Provide direct oversight, coaching and mentoring to national project managers in managing multiple large donor projects which make up the Gender Equality Program, including supervising and supporting national project managers to lead project planning, budgeting, implementation, monitoring (activity and financial), evaluation, reporting, learning and documentation
  • Work with the CIV Program Quality (GPQ) team in the development and implementation of Monitoring, Evaluation, Accountability and Learning frameworks and plans for the overarching gender equality program and its projects
  • Ensure the gender program adheres to CIV program quality principles and delivers high quality results
  • Ensure CARE’s work in the prevention of gender based violence (GBV) takes a do no harm approach and meets global standards
  • Build the capacity of CIV staff and provide technical advice to other CIV program staff on gender equality programming including GBV risk mitigation
  • Contribute to the development of strong partnerships with other organizations focused on gender equality in Vanuatu and the Pacific, including promoting work in coalition and contributing to strengthening the overall gender equality and women’s rights sector in Vanuatu
  • Support a National Gender Equality Project Manager to co-lead the Gender & Protection Cluster with support from the Gender Equality Team Leader
  • Maintain existing and establish new partnerships with other stakeholders, including but not limited to, national NGOs, other INGOs, government agencies, departments and ministries, donors and UN agencies.

Ideally you will have

  • Post graduate qualifications in international development, gender or a relevant field and significant experience and skills in the management of people and development programming with an international NGO, aid agency or other development organisation
  • Technical expertise in the implementation of transformative gender approaches, complex gender analysis and advocacy related to gender issues
  • Extensive experience working on programs relating to women and girls leadership, prevention of gender based violence, women’s economic empowerment and/or strengthening women’s rights movements
  • High level strategic thinking and experience in the design, development and implementation of long term gender programs and complex project interventions, including familiarity with theory of change approaches
  • Demonstrated leadership skills and ability to coach, mentor, manage and lead including experience in capacity building and skills-transfer to local organisations and staff
  • Demonstrated proactive, flexible approach and ability to manage competing priorities and to organise and manage workload to meet deadlines
  • Demonstrated high level of communication and interpersonal skills including the ability to create and foster collaborative and productive relationships with internal clients and external organisations
  • Demonstrated ability to respond effectively to challenges, to work effectively in a small, diverse and busy team environment with minimal supervision
