REQUEST FOR EXPRESSIONS OF INTEREST
(INDIVIDUAL CONSULTING SERVICES)

Assignment Title: GENDER CONSULTANT

The Pacific Aviation Safety Office (PASO) has received financing from the Australia Department of Foreign Affairs and Trade (DFAT) toward the cost of the PASO REFORM PROJECT and intends to apply part of the proceeds toward payments under the contract for consulting service.
The consulting services (“the Services”) include a GENDER CONSULTANT to support the PASO Head of Regional Engagement to consider how Gender can be incorporated within our organization that aligns to regional and international frameworks to enable PASO to support its members, create a positive supportive work environment and to provide recommendations for gender programming in the aviation sector.

PASO now invites eligible individuals (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (attach curriculum vitae with description of experience in similar assignments, similar conditions, etc.). Firms’ staff may express interest through the employing firm for the assignment and, under such situation, only the experience and qualifications of individuals shall be considered in the selection process.

The Consultant will be evaluated using the following criteria:

ESSENTIAL:

Have a relevant undergraduate or post graduate qualification from a recognized University, in either gender, equality, human rights, development or a related field;
A minimum five (5) years’ work experience in development working in the field of human rights, gender equality and social inclusion, and/or youth development, in the Pacific region;
Demonstrated understanding of contemporary gender and equality issues in the Pacific region;
At least 3 years working experience in international and regional gender programs;
Experience of working in Pacific Islands or similar small island developing states;
Demonstrated strong analytical skills with effective communication skills and negotiating ability;
Excellence in oral and written English language;
Ability to work as a team member under minimal supervision with high integrity and in teams with cross-cultural membership

Desirable Expertise

Knowledge relating to the role of PASO in the Pacific Region;
Familiarity with project requirements of the international and/or donor-supported development projects;
Good knowledge of ICAO and its system of communication with States regarding its requirements.

The Gender Consultant will be working closely and reporting to the PASO Head of Regional Engagement. The role will also work in close collaboration with the PASO Donor Programs team with respect to completion of deliverables.
