Contract GENDER AND DISASTER RISK REDUCTION OFFICER

Job Description

Do you have a passion for working with youths and adults with disability? The Vanuatu Society for People with Disability (VSPD) is looking for a Gender and Disaster Risk Reduction Officer to inform the development of an overarching Climate Change Framework adequately includes DRR and climate actions components. The delicate Gender & Disaster Risk Reduction Officer will be the focal person at VSPD and will also provide support to DRR and gender formulation within disability. This role will work to capacity build DRR & Gender focal point person within the community Disability Association, Disable People organization (DPO) in all area council throughout Efate. Reporting of the disaster preparedness, Risk reduction activities for people with disability and addressing the particular barriers and additional discrimination facing women and girls with Disability in Vanuatu.

Responsibilities:
Disaster Risk Reduction

  • Designs, programs and coordinates DRR activities;
  • Use Community Based Rehabilitation (CBR) and Early Intervention (EI) client visits and meetings in the community to educate clients, their families and communities on inclusive disaster response.
  • Help clients and their families to develop a family disaster plan.
  • Disseminate information and Raise awareness on disability inclusive disaster preparedness on radio or when visiting clients in communities, training on disability inclusion to all clusters.
  • Train CDAs in disaster preparedness for people with disabilities
  • Attend cluster meetings and advocate for accessible evacuation shelters, accessible sharing of information about disasters with deaf and blind people.
  • Work with NGOs and community organizations and use referral pathways to address other client needs.
  • Consolidates local disaster risk information which includes natural hazards, vulnerabilities and climate change risks and maintains local risk maps.
  • Develop leaflet for clients, including information about how to prepare for a disaster, including emergency contacts (police, premedical, fire), and provide information to clients during CBR / EI visits.
  • Take lead in Disaster response during activation of disaster operation; (Liaise with CDA, Cluster, disability rep in provincial level and ground assessment operations).
  • Report any inconsistencies in data to the Program Manager, and ensure that data entered is complete and accurate

Gender

  • A commitment to support gender equality in the implementation of all VSPD’s program and services.
  • Ensure the needs of women and girls with disability are central to this role.
  • Provide advice and support to the fieldworkers in the Implementation of the key gender components across the crisis response interventions.
  • Analyse and ensure the interventions are sensitive to issues of inclusion
  • Liaise with key stakeholders, NGOs and donors in the region to facilitate and enhance contribution towards gender equality agendas.
  • To attend gender focused conferences and trainings.
  • Provide brief updates on the development of gender related issues on women and girls with disabilities throughout Vanuatu.
  • Ensure that cross-cutting issues of gender equality, diversity and rights-based approaches are addressed in the development of designs and monitoring, evaluation, accountability and learning plans.

Qualifications Skills & Experience

  • Good working understanding of the Convention on the Rights of Persons with Disabilities.
  • Excellent, facilitation & negotiation skills to the community. Excellent written and verbal communication skills. Must also have skills in computer literate in MS word, excel, PowerPoint & Email.
