The Program
On behalf of the Australian Department of Foreign Affairs and Trade Coffey is managing the delivery of support and technical assistance to the Vanuatu Ministry of Education and Training (MoET) as part of the Vanuatu Education Support Program (VESP II). We support the MoET implement its reform program that focuses on children having better access to an inclusive and quality basic education that is well managed and resourced through evidence-based decision making.

VESP II commenced in February 2019 and will help build on the Ministry’s reforms to date and support teachers and students into the senior Primary years. Coffey through VESP II is seeking applications for the position of Financial Management Advisor to join this program.

The Position

During late 2019 and early 2020 DFAT conducted an assessment of the Ministry of Education and Training public financial management. This consultancy is seeking to hire a Financial Management Adviser (FMA) to support the Ministry of Education and Training (MoET) to implement some of the PFM Assessment report recommendations. These recommendations aim to strengthen the Ministry’s mechanisms for financial control.

The FM Adviser will support the MoET and the Australian High Commission disburse funds with appropriate control measures through the Direct Funding Agreement (between Australian Government and Ministry of Education and Training) in response to Tropical Cyclone Harold, COVID-19, Volcano Yasur or any other emergency events, while minimising fiduciary risk.

Furthermore, the FMA will support MoET in the further development of procedures and guidelines to improve school grants management and reporting and support the MoET in strengthening its financial management, planning, procurement, reporting and training.

As many of the recommendations from the assessment focus on province and school levels aspects of financial management, this assignment will require internal traveling.

The Person

The successful candidate will have tertiary qualifications in Education Management, Finance, accounting or relevant field, and, or, a post-graduate qualification with specialisation in public financial management.

Together with significant senior level Public sector management experience, your understanding of school grant application and verification process and the importance of probity and monitoring of grant usage and accountability, you will display well developed analytical skills, policy costing experieince, and the ability to effectively plan and monitor activities.

You will display a strategic approach to financial planning and management, preferably within a Education sector environment, and in the development and implementation of financial management policies, systems and processes in complex organizations. Experience in implementing financial monitoring and control systems, and related project management and in the formulation and implementation of finance operational manuals is also essential, as is a sound knowledge financial management practice.

In addition, you will demonstrate experience working in teams, mentoring and coaching professional colleagues from different social and cultural backgrounds and the ability to work collaboratively in a multidisciplinary and multicultural team.

Proficiency in English along with a contextual understanding and working experieince in Vanuatu, the Pacific or another developing country is essential. Demonstrated competence in French or Bislama highly desirable.
