Full-Time FINANCE OFFICER
Job Description
Under the management of the Finance Manager, the Financial Administration Officer will:
1. Ensure the Sanma Finance Office is equipped for day to day operations
2. Undertake the day-to-day filing of all Partnership financial documentation, and provide support to quality assurance processes for financial acquittals from each Skills Centre, under the direction of the Finance Manager.
3. Undertake all sorting, photocopying, and freighting of all financial documentation from all Partnership sites (Head Office, provincial Skills Centres and the Ambae Recovery Project Office), as required by the Chief Finance Manager, Finance Manager and Support Contractor.
4. Support the Finance Manager in ensuring the timely file management and tracking of all financial documents to ensure accurate acqittals of Government of Vanuatu co-contributions.
5. Support the Finance Manager in ensuring the timely fille management and tracking of all Skills Centre and activity financial documents and support for the acquital of internal budgets (IBs) and petty cash.
6. Assist with banking services and delivery of payments to suppliers, as requested by the Finance Manager/Chief Finance Manager.
7. Maintain the daytoday financial filing system in the Finance Office for all Partnership activities, ensuring compliance with Partnership audit requirements and instructions from the Finance Manager.
8. Support the collation of relevant spot check supporting documentation as requested.
9. Provide support to the Contracts and Compliance Coordinator, in the day-to-day filing of all contractor compliance documentation.
10. Ensure that all financial management and administrative processes comply with those outlined in the Partnership Finance and Operations Manual.
11. Report any suspected or confirmed incidents of fraud in line with the Partnership’s procedures and Fraud Policy.
12. Respond to all other financial and administrative requests as directed by the Finance Manager and/or Chief Finance Manager and/or Partnership Director.
13. Report Occupational Health and Safety (OHS) incidents and arrange first aid treatment when necessary, ensuring first aid kits are well stocked at all times.
14. Behave in alignment with the Vanuatu Skills Partnership Personnel Code of Conduct, Standard Operating Procedures and safeguarding policies (including, but not limited to, Fraud, Child Protection and Preventing Sexual Exploitation, Abuse and Harassment).
15. Promote gender equality, disability inclusion and climate resilience mainstreaming in all activity.
