Contract FINANCE MANAGER (RE-ADVERTISEMENT)

Job Description

Role Purpose

The Finance Manager is responsible for the management of all in country financial and administrative systems, financial reporting and line management of the finance team. He/She will assist external financial relationship (including donors and Live & Learn partners) and participate in the management of compliance, quality and risk. A core responsibility is the capacity building of staff to familiarise them with the policies and procedures of the organisation.

Term: Contract will be till 30 June 2024, and may be renewed for further periods based on availability of funds and staff performance. Salary will be negotiated during the interview to commensurate qualification and experience.

THE IDEAL ANDIDATE

We’re looking for a Finance Manager who is knowledgeable and passionate about supporting field programs staff in Vanuatu.

  • Have more than 5 years of experience as a Finance Manager in a Non-Government Organisation.
  • Minimum of Master’s degree in Finance/ Accounting or holder of relevant Bachelor degree with at least 7 years of experience in a senior finance role.
  • Maturity in judgement, flexibility, creativity, responsiveness, initiative, ability to take a considered approach, openness to learning, have a good sense of humour and an unconditional personal commitment to protect the natural environments and the many people depending on these for their survival.
  • Proven record of providing capacity building to his/ her team and ability to empower those under his/her supervision for a higher role.

Duties & Responsibilities:

FINANCE

  • Record transactions into MYOB, making sure appropriate documents and payment vouchers are uploaded to MYOB.
  • Make sure project advances are settled and reconciled monthly
  • Manage monthly petty cash reconciliations, bank reconciliations and ensure sufficient funds are always available depending on the program needs.
  • Make sure the salary payments are processed on time, and payroll liability accounts are reconciled monthly
  • Ensure all payments are in line with approved budget and appropriate authorizations.
  • Prepare and review budget estimates for projects, operating budget for the office and Prepare cash flow forecast in both project and operating levels.
  • Submit monthly financial reports to Melbourne office on regional projects and provide financial reports to donors on local projects.
  • Manage fixed asset register and make sure it is in line with donor requirements and the LLEE Finance Manual.
  • Prepare annual financial accounts for annual audit, and manage project audits.
  • Prepare financial reports to the Local Board and the Management Team.

HR/ADMINISTRATION/LOGISTICS

  • Make sure all employment contracts are in place, contract extension and performance appraisals are in line with HR manual and local policies.
  • Manage staff effectively in terms of staff movement during the day, staff leave register and statutory payments
  • Maintain required insurance policies, and proper agreements for rent, vehicle hire, consultancy services, etc.
  • Make sure all purchases are followed by the organizational procurement policies.
  • Proper management of vehicle in terms of maintain vehicle log book, vehicle maintenance and services.
  • Manage proper filling systems to maintain records efficiently.
  • Liaise with donors, bankers, auditors, LLEE overseas offices and required third parties.
