Contract FINANCE MANAGEMENT SPECIALIST

Job Description

Scope of Work

A Financial Management Specialist will be engaged to provide financial management support across all the outputs of the project and ensure timely implementation of project activities working closely with other PST consultants, consulting and non-consulting service providers and in compliance with the requirements of ADB and Government of Vanuatu.

Detailed Tasks and/or Expected Output

The responsibilities of the consultant working with VPMU, will include but are not limited to the following:

(i) Ensures that financial management and control processes are established through MFEM Financial Management and Information System (FMIS) and in compliance with international accounting principles and practices.
(ii) Monitors disbursements and utilization of funds from all sources.
(iii) Sets up the fixed assets register if needed, and regularly update.
(iv) Prepare annual project financial statements in accordance with the required accounting and auditing standards
(v) Conducts funds reconciliation and ensure compliance with ADB conditions for disbursement including ensuring that all financial activities such as preparation and timely submission to ADB of consolidated audited project financial statements for all the outputs are adhered to.
(vi) Prepares monthly financial report for the PST and IAs and provide inputs into the quarterly project progress report.
(vii) Reviews the consultants/service providers’ payment requests and closely coordinate with IAs to certify contractors/consultants’ have satisfactorily delivered the outputs.
(viii) Assists in the implementation and monitoring of the procurement and seed grant under Output 1 to ensure proper use of funds.
(ix) Conducts periodical budget review to align with the project work program
(x) Supports the conduct of internal and external audit.
(xi) Performs other duties as required to ensure effective and efficient project delivery.

The consultant will report to VPMU and concerned implementing agencies during the course of the assignment. The consultant will also work closely with the rest of the PST and other project consultants and will be supervised by the Social Protection Specialist/Team Leader.

The consultant will be engaged intermittently for 44 person-months for a period of 4 years. The continuation of the contract is subject to annual performance evaluation by the government. The estimated commencement of the assignment is in March/April 2022.

Minimum Qualification Requirements

The qualifications for the consultant include the following:

(i) Bachelor’s degree in public administration, management, finance, accounting, or related field;
(ii) at least 5 years of general work experience;
(iii) at least 3 years of experience in financing practices and procedures;
(iv) demonstrated experience across all aspects of procurement and financial management;
(v) excellent oral and written skills in English;
(vi) excellent interpersonal relations, planning, coordination, and teamwork skills; and (vii) prior experience in working with ADB or other international development assistance organizations will be preferred.
