Vacancy Notice: Finance and Admin Manager

The Vanuatu National Power and Water Authority (VAN-PAWA) is committed to providing reliable and sustainable utility services to the communities we serve. As we continue to grow, we are seeking a dynamic and experienced professional to join our team as the Manager Finance and Admin Manager.

Position Overview:
The Manager Finance and Admin Manager will be responsible for the efficient and effective financial management of VAN-PAWA. This role involves developing and maintaining systems to safeguard our assets and financial operations, ensuring compliance with statutory requirements, and overseeing all aspects of revenue collection and financial administration.

Key Responsibilities:

  • Oversee the efficient financial management of VAN-PAWA, ensuring the safeguarding of assets and financial operations.
  • Maintain full and proper books of accounts and records of assets, liabilities, operations, and transactions.
  • Develop and implement methods for effective revenue collection and management.
  • Control income and expenditure, ensuring timely payments, including salaries and wages.
  • Prepare, present, and interpret periodic management accounts and cost statements, providing insights for cost control and budget achievement.
  • Identify and address operational weaknesses through accounting information analysis.
  • Collaborate with the General Manager and Divisional Managers to prepare capital and operating annual budgets.
  • Ensure compliance with Board-approved budgets and financial policies.
  • Provide effective financial control records for all VAN-PAWA projects and liaise with other managers.
  • Define and oversee the responsibilities of senior staff, ensuring accountability and performance.
  • Facilitate training and skills development for financial staff.
  • Assist in the development of computerization strategies and financial accounting information systems.
  • Contribute to the formulation of policies to be adopted by VAN-PAWA.

Qualifications:

  • Bachelor’s degree in Finance, Accounting, Business Administration, or a related field
    • Minimum of 5 years of experience in financial management, preferably in the utility sector.
    • Strong knowledge of financial regulations, accounting principles, and budgeting processes.
    • Excellent analytical, organizational, and leadership skills.
    • Proficient in financial software and Microsoft Office Suite.
    • Strong communication and interpersonal skills.
