CARE has been working in Vanuatu since 2008 helping communities to increase their resilience to disasters and climate change, respond to emergencies and to advance gender equality. CARE in Vanuatu has a long term program strategy which seeks to contribute to resilience and equality in Vanuatu where men, women, boys and girls enjoy equal rights and opportunities.

It has three programmatic portfolios (Gender Equality, Resilience, and Inclusive Governance) that involves a diverse range of donor funded projects, delivered in partnership with government and civil society.

We are currently looking for a Field Office Manager with office management skills and experience to manage the CARE in Vanuatu office in Isangel, Tanna. You must have skills in planning, coordination, and will be responsible for the oversight and implementation of CARE systems of management, compliance and controls with regard to the following areas: Program, HR, Administration, Finance and Logistics functions

There are possible travel required to other sites.

Your major responsibilities will be varied and will include:

  • Oversight of the office operations in Tanna
  • Ensuring effective coordination and planning of field visits and resource allocation and utilization
  • Ensure accountability at Tanna office and oversee systems regarding staff whereabouts and deployment to the field
  • Liaise with Project Managers re staff workplans and schedules
  • Facilitate coordination collaboration and teamwork between ops and program
  • Ensure procurement processes and organisations policies are followed
  • May require representation on behalf of CARE

Required Experiences and Qualifications:

  • Bachelor’s degree in Office Management or equivalent and/ or minimum 5 year relevant work experience, preferably in project management, office management, logistics, administration and/or safety and security;
  • Excellent communication skills in Bislama and intermediate in English;
  • Ability to coordinate a program, technical function(s) and implement procedures and processes, with minimal supervision;
  • Demonstrated high level organisational and time management skills, including the ability to plan and manage workflows and balance competing priorities to ensure timely processing to meet deadlines in a complex environment;
  • Demonstrated strong leadership, decision making, problem solving, analytical and influencing skills;
  • Demonstrated experience in effectively leading and motivating a team;
  • Ability to develop high quality, concise guidelines, minutes of meetings;
  • Proven understanding of working with an NGO and a willingness to learn about CARE activities;
  • Proven understanding of working with other stakeholders, external partners and the Government structures including that of communities and a willingness to learn about government entities different functions;
  • Demonstrated honesty, maintaining confidentiality, reliable and trustworthy.
  • Proven ability in managing a budget and/or cash; and
  • Fully conversant in Microsoft Office with knowledge in Microsoft Word and Excel, Power Point, and excellent numerical skills.
