BACKGROUND
The Department of Environmental Protection and Conservation (DEPC) is seeking the services of a Monitoring and Evaluation consultant to monitor and evaluate the progress of the project “ Strengthening the National Institutional Capacity of the Management of Chemicals and Waste”
The objective of the project is to support country-driven institutional strengthening at the national level, of the sound management of chemicals and wastes, taking into account the national development strategies, plans and priorities of Vanuatu to increase sustainable public institutional capacity for the sound management of chemicals and wastes throughout their life cycle. Institutional strengthening under the Special Programme will facilitate and enable the implementation of the Basel, Rotterdam and Stockholm conventions, the Minamata Convention and the Strategic Approach to International Chemicals Management (SAICM).
JOB DESCRIPTION
The Monitoring and Evaluation Consultant is to;
Produce a plan to monitor and evaluate the progress of the project for only mid-year and end of year over the 3 year duration.
Work with the Project Coordinator to ensure the project is being conducted in line with the project schedule and that the outcomes of the project components are met.
Provide advice as is appropriate.
The due date is 1st of August 2020 midnight (local time, Port Vila, Vanuatu).

ESSENTIAL SELECTION CRITERIA
Minimum Bachelor’s degree in Public Administration or a Managerial programme
Demonstrate work experience in other related consultant service
Excellent communication skills
Excellent team work
CONSULTANT SERVICE COST
The budget for this service is USD10,000.
