Tender for Deconstruction of Sky Garden Complex – Port Vila
1. Project Summary
Project Title: Deconstruction of Sky Garden Complex
Location: Port Vila, Vanuatu
Scope: Full deconstruction and site clearance of a structurally compromised R+1 level building (Sky Garden), in accordance with safety and environmental regulations
Timeframe: Must be completed within 12 weeks of contract signing

2. Background
An independent structural inspection (conducted in January 2025) concluded that the Sky Garden building suffers from:
- Severe cracks in foundations and walls
- Structural stress on load-bearing columns and beams
- Water damage in roofing and ceilings
- Non-compliance with safety codes and fire standards
The report recommends complete deconstruction to eliminate public safety risks.
3. Scope of Work
- Conduct controlled deconstruction of entire Sky Garden structure
- Safe removal and disposal of all materials in accordance with local environmental and OHS laws
- Ensure proper disconnection of all utilities
- Reinstate and level the site upon completion
- Submit waste management and safety plans as part of the tender
- Coordination with VIT and relevant municipal authorities
4. Eligibility Requirements
Bidders must:
- Be legally registered and licensed in Vanuatu
- Demonstrate at least 3 years of experience in demolition or large-scale construction deconstruction projects
- Provide proof of public liability and worker’s compensation insurance – Submit a proposed deconstruction timeline and work method statement – Comply with labour laws and safety regulations
- Reinstate and level the site upon completion
- Submit waste management and safety plans as part of the tender
- Coordination with VIT and relevant municipal authorities
