CARE Vanuatu is seeking a committed and experience Databased Officer based in Tanna (CARE Vanuatu’s Field Office).
The successful candidate will be responsible for supporting organizational and project information systems, ensuring data quality, security, and accessibility and supporting reporting, monitoring, accountability and organizational learning. Working closely with project teams and Program Quality (MEAL) team, the Databased Officer will contribute to ongoing improvement of CARE Vanuatu’s information management systems and supports staff and partners to effectively collect, manage, analyze, and use data for evidence-based programming.
Your major responsibilities will be varied and will include:
- Support and maintain CARE Vanuatu’s databases and information systems, ensuring data security, accessibility, system performance, and continuous improvement.
- Support the implementation of standardized data management procedures, protocols, and quality assurance processes.
- Receive, clean, validate, and consolidate data collected from project activities.
- Conduct routine data quality assessments and verification exercises.
- Identify and report data inconsistencies, duplicate records, missing information for corrective action to database consultants and updates.
- Maintain comprehensive metadata, data dictionaries, and database documentation.
- Promote good data governance practices across CARE projects.
- Prepare datasets and routine reports to support project monitoring and donor reporting requirements and supported by PQ Manager.
- Develop and maintain digital data collection tools using approved platforms such as Kobo Toolbox.
- Ensure electronic forms align with project indicators, reporting requirements, and data quality standards.
- Test digital data collection tools before deployment and make required adjustments.
- Assist with training staff and partners on data management procedures, database use, and reporting requirements.
- Develop and update user guides, standard operating procedures (SOPs), and training materials.
- Work closely with the Program Quality team to support implementation of project MEAL systems.
- Identify opportunities for improving data quality, reporting processes, and workflow efficiency.
Required qualifications and skills:
- Minimum technical diploma and/ or Vocational Training or equivalent in Information Technology, Computer Science, Information Systems, Data Science, Statistics, Monitoring and Evaluation, or a related field.
- Minimum 2-3 years of experience in database administration, information management, data management, or a related role.
- Experience maintaining databases and managing project information systems.
- Experience using digital data collection platforms such as KoBoToolbox, ODK, SurveyCTO, or similar applications.
- Strong skills in data cleaning, validation, analysis, and reporting.
- Proficiency in Microsoft Excel, including Pivot Tables, Lookup functions, Power Query, and data validation tools.
- Knowledge of data quality assurance principles and information management practices.
- Good organizational, communication, and problem-solving skills.
- Ability to work effectively with cross-functional teams and support non-technical users
- Ability to analyse intricate information and accurately communicate/report on findings.
- Demonstrated ability to take direction and to work as part of a team.
- Demonstrated organisational and time management skills, including the ability to plan and manage workflows and balance competing priorities to ensure timely processing to meet deadlines in a complex environment during response work.
- Demonstrated experience in following standard policies, procedures and processes.
- A willingness to learn about CARE, gender equality and resilience projects.
Desirable
- Experience using Power BI, Tableau, or other data visualization software.
- Knowledge of SQL, Microsoft Access, PostgreSQL, or other database management systems.
- Experience working within development, humanitarian, government, or community development programs.
- Familiarity with MEAL frameworks, indicator tracking, and donor reporting requirements.
- Understanding of data protection, privacy, and information security principles
