Advertisement: Consultant to draft the PACER Plus Implementation Strategy for Vanuatu.
The Department of External Trade, under the Ministry of Foreign Affairs, International Cooperation and External Trade, is seeking a qualified consultant or consulting firm to develop a PACER Plus Implementation Strategy for Vanuatu. This short-term consultancy offers an exciting opportunity to shape Vanuatu’s engagement in the PACER Plus trade agreement, ensuring the country maximizes its economic benefits and fosters sustainable trade growth.

- Duration: 15 January 2025 to 15 February 2025
- Location: Port Vila and Luganville, Vanuatu
- Start Date for Applications: 16 December 2024
- Reporting to: National Coordinator and Director, Department of External Trades
About the Role:
The consultant will engage stakeholders to achieve the objectives of identifying the challenges and solutions; develop a comprehensive 3-year implementation strategy with measurable results; develop a governance structure; develop a detailed activity timeline; provide a validation workshop.
Qualifications:
- Minimum of 10 years’ experience in trade strategy development in Vanuatu or the Pacific region.
- Proven expertise in international trade agreements, governance frameworks, and project management.
- Strong stakeholder consultation and report-writing skills.
