Contract CONSULTANT FOR “REGULATORY EXPERT – UTILITY REGULATION”
Job Description
The Utilities Regulatory Authority (“the URA”) intends to engage a Consultant for 28 working days to provide the services of “Regulatory Expert – utility regulation”
The primary responsibility of the Expert is to undertake a high level assessment of URA’s performance against its core regulatory mandate and ascertain its strengths and weaknesses. Based on the findings, the study should recommend priority actions that would enhance URA’s operations and regulatory functions for the next five years.
The candidate must meet the following minimum requirements:
- Advanced degree and/or minimum Master’s Degree in Engineering, or finance or law or energy/water economics;
- Have at least five (5) years’ experience in utilities regulations, planning and policy development;
- Ability to communicate efficiently and work with stakeholder representatives at all levels of seniority;
- Have good communication and presentation skills;
- Self-motivated and can work with minimum supervision; and
- Be fluent in English; Working knowledge of French and Bislama desirable
Eligibility
While it is the preference of the URA to appoint a Vanuatu Resident to this consultancy role, any qualified international experts with requisite experience and background may apply.
