Contract CONSULTANT FOR ADOLESCENT SEXUAL AND REPRODUCTIVE HEALTH AND RIGHTS SITUATION ANALYSIS VANUATU
Job Description
Introduction
Save the Children’s 2018 Child Rights Situation Analysis found that young people in Vanuatu do not have adequate access to information or services to fulfil their sexual and reproductive health and rights. Improving adolescent sexual and reproductive health and rights (ASRHR) is therefore a key objective in Save the Children 2019-2021 Country Strategic Plan in Vanuatu.
Save the Children’s global ASRHR programs prioritize gender-transformative and evidence-based interventions implemented at each stage of the socio-ecologic model: individual, parent / family / community, health system, and policy environment. Accordingly, the four main outcomes of Save the Children’s global ASRHR programs are as follows:
- Improved SHRHR and gender equality intent and behaviours among adolescents
- Families and communities of adolescents demonstrate support for ASRHR and gender equality
- Increased availability and use of quality adolescent-responsive SRHR services by adolescents
- Improve legal, policy, administrative, and financial environment for ASHRH at national, regional, and global level
Objectives
In order to inform the design of a comprehensive ASRHR program in line with Save the Children global standards, Save the Children will conduct a gender-sensitive ASRHR Situation Analysis in Vanuatu. The ASRHR Situation Analysis will identify and describe existing barriers and facilitators to achieving ASRHR outcomes at each level of the socio-ecological model, including their gender equality dimensions. The Situation Analysis will have a geographic focus on urban and rural areas of Shefa and Sanma Provinces. Wherever possible, the specific needs and experiences of very young adolescents (age 10-14 years) and adolescents (age 15-19) will be separately described.
Specific Responsibilities of the Consultant
- Develop Situation Analysis methodology and tools together with Save the Children technical staff
- Conduct desk review to analyse existing population data and policies relating to adolescents in Shefa and Sanma Provinces, Vanuatu
- Conduct key informant interviews with Save the Children technical staff, key national and provincial level ASRHR stakeholders, including Ministry of Health officials, health facility staff, NGOs, and youth-led organizations
- Train enumerators / focus group discussion (FGD) facilitators (if necessary)
- Carry-out community-level primary data collection through FGDs and other participatory methodologies
- Apply reliable quality control mechanisms to ensure the quality of data collected
- Provide PowerPoint presentation in English and present findings of Situation Analysis for validation to Save the Children staff in Vanuatu
- Draft, incorporate feedback, and finalize high quality Situation Analysis report.
Required Skills and Experience
- Technical expertise in ASRHR
- Strong understanding of gender equality principles and their applicability to ASRHR
- Demonstrated experience overseeing high quality qualitative and participatory data collection with community members and young people
- Familiarity with Vanuatu and / or Pacific context
- Excellent analysis and English writing skills.
