Job Description
EXPRESSION OF INTEREST
The Vanuatu Office of the Public Service Commission (OPSC) wishes to recruit the services of a short-term Lead consultant/ firm for the development, review and finalization of the Vanuatu Institute of Public Administration and Management (VIPAM) Quality Management System.
Responsibility:
The consultant is to support Vanuatu Institute of Public Administration and Management (VIPAM) Principal Training and Curriculum Officer and Senior Training and Curriculum Officers in completing the development, review and finalizing of its Quality Management System (QMS) to meet the Vanuatu Qualifications Authority (VQA) standards and requirements for the Process of Initial Registration. The consultant/ firm should have a clear understanding and knowledge of the Vanuatu Post School Education Training System, the Vanuatu Qualifications Framework, the Vanuatu Quality Assurance Framework and the PSET Provider Registration Procedure.
The consultant/ firm will therefore be required to develop, review and finalize the Policies and Procedures (QMS).
Consultant Profile: Qualifications and Skills
- Graduate degree in Public Administration, Business Education or related field.
- Proven experience as Quality Assurance Coach
- Proven experience in development of Quality Management System in the PSET System.
- Expertise in developing and implementing Policies and Procedures.
- Excellent oral and written communications skills with fluency in written and spoken English. French and Bislama will be an asset.
General Professions Experience
- Suitable experience in development of PSET Policies and Procedures.
- Demonstrated experience in undertaking similar assignments;
- Experience implementing PSET Policies and Procedures.
- Experience in coaching staff to develop PSET policies to meet the requirement of Vanuatu Qualification Authority (VQA).
Location and Duration
The assignment will be based in Port Vila, Vanuatu. The assignment should be completed within 30 working days from its commencement date.
Management and Logistical Support
The Vanuatu Institute of Public Administration and Management (VIPAM) will be responsible for the coordination of this assignment. The Principal Officer of Training and Curriculum will retain overall responsibility for the assignment and will report the performance of the consultant to the VIPAM Manager, the VIPAM Board and the Public Service Commission.
