About CARE Vanuatu
CARE is an international humanitarian aid organisation fighting global poverty, with a special focus on working with women and girls to bring lasting change to their communities. As a non-religious and non-political organisation, CARE works with communities to help overcome poverty by supporting development projects and providing emergency assistance.
CARE international in Vanuatu has a focus on Gender Equality, Disaster Risk Reduction, Climate Change Adaptation, Agriculture and Water and Sanitation and Hygiene.

Project Context
The Helti Kakae, Helti Famili project aims to improve food security and increase the participation of women in economic decision-making in TC Harold and COVID-19 affected communities at the household level.
The project focuses on supporting households to grow fast growing, nutritious food. Households are supported with knowledge about how to grow the new crop varieties, as well as knowledge about how to prepare them to eat and to ensure a nutritious diet.
Women’s groups are also supported with leadership training and family financial management (FFM) workshops along with their partners. FFM workshops promote gender equality through supporting women and men to increase their respect for each other’s contributions; enhance their communication skills; and facilitate joint household level financial planning and budgeting.

The Assignment
The objective of the assignment is to tell the story of the Helti Kakae, Helti Famili project’s achievements in improving food security and increase the participation of women in economic decision-making among TC Harold and COVID-19 affected individuals and communities through a series of photo and video communications products. The primary audience is donors, with other community development practitioners and the general public as secondary audiences.
All products must be delivered by 14 March 2022.
Field content gathering must be finalised before end of February 2022.

Expected outputs

  1. 4 x photo essays, including 8+ photos and captions each focused on an individual or community that has been positively impacted by the project
  2. 2 x 2-3 min video case studies, each focused on an individual or community that has been positively impacted by the project
  3. 1 x 3-5 min video case study explaining the approach and overall positive impact of the project
  4. A collection of 100-200 photos of the project, the community and island context and its impacts on individuals and communities.

Scope, Approach and Methods
The consultant will be responsible for all technical production and editing, including:

  • Review of concept and relevant background information, including approved messaging
  • Consultation with Helti Kakae team and Elissa Webster (remote)
  • Capturing of photography, video and caption information
  • Writing of donor-ready photo essay captions
  • Editing and production of films
  • Amendments based on reviews by the Helti Kakae team and relevant donors
  • Delivery of all final products in a format that can be readily shared online and via other channels

It is expected that the final products will:

  • Be produced in English with subtitles for any spoken Bislama
  • Reflect and celebrate the Vanuatu context
  • Uphold CARE’s principles of protection, dignity, respect and inclusion, including documented consent for any people who are captured in photos, videos or stories
  • Become the sole property of CARE Vanuatu, including all footage and packaged files

CARE will provide:

  • Briefing meetings and feedback as required, in addition to periodic reviews and final approval
  • Assistance to identify and coordinate people to interview and photography
  • Consent forms
  • Travel arrangements and costs, including flights, accommodation and a per diem

Payment
Payment of 40% of service fee will be made to the service provider’s nominated bank account on contract signing, with the remaining 60% to be paid in the same way on completion, approval and receipt of the final products and other files.

Proposal submission guidelines
Proposal submissions should be no longer than one page and include:

  • An overview of the contractor’s suitability to complete the assignment
  • Examples of previous work
  • A budget proposal outlining all costs for production and delivery. Flight costs need be included in the proposal. Other travel costs (accommodation, transports in island, perdiem at a rate of 2000 vu per day) do not need to be included in the proposal and will be organized by CARE.

Selection Criteria

  • Technical ability in photography and videography
  • Experience in producing similar communications products of a high quality
  • Ability and availability to delivery outcomes within tight timeframes
  • Bislama language skills
  • Willingness to undertake 1-2 content gathering trips to Pentecost and/or Tanna (if only one location, preferably in South Pentecost).
  • Commitment to CARE’s Code of Conduct, including Child Protection and Prevention of Harassment and Sexual Exploitation
  • Competitive costing
  • Understanding of the aid and development sector
  • Understanding of the Vanuatu and Pacific context
