Consultancy Opportunity: Community-Based Disaster Risk Reduction Technical Consultant – VCCRP

The Vanuatu Community-Based Climate Resilience Project (VCCRP) is seeking an experienced CBDRR Technical Consultant to support the National Disaster Management Office (NDMO) to revise, strengthen, validate and translate the current Community-Based Disaster Risk Reduction (CBDRR) Handbook and associated training and awareness materials. The consultancy will help ensure the handbook reflects current disaster risk management legislation and field practice, while strengthening usability, gender equality, disability and social inclusion (GEDSI), and practical application for community-level disaster risk management in Vanuatu.

Project Snapshot

The VCCRP strengthens community resilience to climate change and disasters by supporting locally led risk reduction, adaptation, and preparedness initiatives. Central to this approach is the use of the national CBDRR methodology, which enables communities to identify their own risks, build capacity, and take practical actions to reduce vulnerability and improve recovery outcomes.

VCCRP was established by the Government of Vanuatu in partnership with Save the Children Australia and Save the Children Vanuatu and is implemented in partnership with the Ministry of Climate Change Adaptation, Ministry of Internal Affairs, Ministry of Agriculture and Rural Development, Ministry of Fisheries, Oceans, and Maritime Affairs, Ministry of Lands and Natural Resources and Save the Children Vanuatu.

VCCRP is primarily funded by the Green Climate Fund (GCF), with significant co-financing and support from the Government of Vanuatu, the Australian Department of Foreign Affairs and Trade (DFAT), and Save the Children Australia and Vanuatu.

Consultancy Summary

The consultant will work closely with VCCRP, NDMO and multiple national and sub-national stakeholders to complete stakeholder consultations, produce a consultation report, update and validate the CBDRR Handbook, develop Bislama training tools, prepare a comprehensive Training of Trainers (ToT) package, and support delivery of a ToT workshop. The work will require strong disaster risk reduction and climate resilience experience, excellent technical writing and facilitation skills, and a practical understanding of Vanuatu’s community disaster management structures.

The consultant will need to demonstrate a deep familiarity with Vanuatu’s disaster risk management context, national and sub-national coordination structures, and the practical realities of community-level implementation. The consultant must be able to work effectively with NDMO, provincial actors, government departments, NGOs and community structures, drawing on established professional networks and relationships to support meaningful consultation, validation and uptake of the revised CBDRR materials. This contextual knowledge and existing stakeholder relationships are essential to ensure the handbook and associated tools are practical, nationally aligned and readily usable in the field.

Key Responsibilities

  • Plan and conduct stakeholder consultations with key agencies and actors, documenting inputs, findings, recommendations and GEDSI integration considerations.
  • Revise the CBDRR Handbook to align with the latest DRM Act, national frameworks, NDMO structures, coordination mechanisms and current field practice.
  • Restructure the handbook, including updating the flow and refreshing the CDCCC strategy, categories, roles and responsibilities.
  • Integrate updated training approaches, NDMO tools, action planning and response planning templates, early warning and SMS alert systems, climate change adaptation elements, and community vulnerability assessment tools.
  • Strengthen GEDSI integration across handbook chapters, annexes, assessment forms, planning templates and communication materials.
  • Facilitate a targeted stakeholder validation workshop and incorporate feedback through agreed revision rounds.
  • Develop a comprehensive ToT package, including presentations, facilitation guide, agenda, exercises and materials aligned with the revised handbook, and support delivery of the ToT workshop.

Key Qualifications & Skills

  • Advanced experience in disaster risk reduction and/or climate resilience in Vanuatu.
  • Demonstrated experience developing or revising technical guidance documents, training tools and practical field materials.
  • Strong experience in stakeholder consultation, participatory approaches and facilitation with government, civil society and community stakeholders.
  • Knowledge of Vanuatu disaster risk management structures, CDCCC/PDCCC roles and national DRM frameworks.
  • Excellent technical writing, editing, facilitation and communication skills.
  • Fluency in Bislama and English is required; French language skills will be highly regarded.
  • Experience working with NDMO or similar national disaster management agencies.
  • Experience developing communication, awareness or visual training materials for community-level use.
  • Demonstrated ability to integrate gender, protection, disability and social inclusion considerations into DRR programming and materials.
