Contract CONSULTANCY – FARM SUPPORT ASSOCIATION (FSA) THRIVE PROJECT EVALUATION

Job Description

Context

Oxfam is an international confederation of 17 organizations working together to find lasting solutions to poverty and injustice, as part of a global movement for change, in nearly 100 countries. We believe a fairer world is possible in which people will have control over their lives, their voices heard and their rights upheld. We work directly with communities, in most cases through local partner organizations, and seek to influence policymakers on issues that have a direct bearing on people’s lives. We strive to achieve this through long-term development programs, humanitarian response, campaigns, policy research, and advocacy. Oxfam works in Shefa province and through other partners to provide humanitarian and network support in other Provinces in Vanuatu.

The Vanuatu Thrive project is a six-year project (2015 to 2021) that focuses on supporting the expansion of sustainable agriculture in Vanuatu to enable women, men, and youth small-scale farmers to have more sustainable and diverse livelihoods, increased income, and greater resilience to economic, climate and disaster shocks, stresses and uncertainty.
Thrive is implemented by Farm Support Association (FSA) in partnership with Oxfam, with funding from the New Zealand Ministry of Foreign Affairs and Trade (MFAT) and Oxfam.
The Thrive project has been working with over 700 farmers on Tanna, Efate, Malekula, Paama, Santo, and Malo Islands. This includes farmer groups on each island and trainees at 2 Rural Training Centres (Napil on Tanna Island and Vaiduhu on Malo Island). FSA provides agricultural extension and materials and marketing information and advice to the participants. FSA’s support focuses on supporting the development of farming enterprises that supply local markets, in particular vegetable production focusing on the off-season, and poultry.

OBJECTIVE OF EVALUATION

The primary purpose of this endline evaluation of Thrive is to determine how successful the Thrive project was at achieving its project outcomes.
The objectives of this assignment are to assess the THRIVE project against the Organisation for Economic Co-operation and Development’s Development Committee (OECD – DAC) criteria for evaluating development assistance: relevance, effectiveness, efficiency, and impact of the project and likely sustainability of outcomes.

  • o Relevance: Whether and to what extent the Activity has addressed the needs and priorities of the target groups and is aligned with relevant partner (and country) policies and priorities.
    o Effectiveness: Whether and to what extent the Activity has achieved the intended outcomes. This should reference a report of actual performance against the Results Framework.
    o Efficiency: Narrowly defined, efficiency means the extent to which the Activity could have been implemented at less cost without reducing the quality or quantity of the benefits. More broadly, assessment of efficiency should include consideration of whether the intervention provided value for money.
    o Impact: To the degree possible, include assessment of the likely impact (positive and negative, planned and unplanned) of the Activity. Include available evidence on changes in the economic, social, and political situation and status of beneficiaries.
    o Sustainability: Assessment of the likely sustainability of any benefits of the Activity-based on an analysis of relevant institutional, environmental and other contextual factors. Cross-cutting issues can be of particular importance in making this assessment.
    In addition to the DAC criteria, the evaluation is to also address: lessons learned: Key lessons learned from the project; lessons should clearly set out to whom they are directed, e.g. FSA, Oxfam, donor, etc.

CORE RESPONSIBILITIES
Consultant will:

  • Liaise with Oxfam and FSA for contracting on methods, work plan and timeline
  • Develop evaluation work plan in consultation with FSA and Oxfam
  • Design evaluation tools and conduct data collection
  • Conduct analysis of secondary and primary data collected
  • Write the final evaluation report and deliver on outputs
  • Share the final draft of the report with steering working group FSA and Oxfam for review and comments
  • Present the key findings or final report to the steering Working

METHODOLOGY

This evaluation will be a mixed-method evaluation, combining both quantitative and qualitative data. While FSA and Oxfam will provide existing data and information to the evaluation team, additional collection (in-country) will be necessary to ensure up-to-date information is used for the evaluation.

Key Competencies, Technical background, and experience required:

  • Strong commitment to Oxfam aims and values, especially inclusiveness, diversity, and accountability
  • Existing knowledge of the Thrive Project and Farm Support Association Programs
  • Proven experience to work collaboratively on research and development of technical documentation for technical audiences
  • Experience in data analysis
  • Inclusive approach
  • Extensive knowledge of and experience in the agriculture and agricultural education sectors, including international best practices in monitoring and evaluation;
  • Extensive experience and proven track record in evaluation and participatory research methodologies;
  • Demonstrable experience in participatory methodologies, and an ability to work in a participatory, empowering, culturally sensitive, and gender-responsive manner;
  • Extensive experience in gender, youth, and livelihoods development initiatives;
  • Ability to effectively use the connections, knowledge, and experience of in-country stakeholders in project identification, giving due weight to their views;
  • Excellent cross-cultural skills and ability to articulate concepts and communicate proposals in a clear, concise, and logical manner;
  • Good computer, report writing, and time management skills
  • Good presentation and facilitation skills
  • Fluent in Bislama and English
  • Knowledge and experience of Vanuatu
  • Knowledge of emergency response in Vanuatu
  • Understanding of international donor reporting
