Job Description

The Vanuatu Qualifications Authority (VQA) is the national regulator of the post-school education and training (PSET) sector. The VQA regulates PSET courses and providers to ensure nationally approved quality standards are met.

The VQA is one of the key agents in the implementation of the national PSET Policy 2016-2020. The VQA is working in close collaboration with the Tertiary Education Directorate of the Ministry of Education and Training and with PSET providers to achieve the PSET Policy vision of: A sustainable, well-coordinated and inclusive PSET system that maximises access to relevant and quality assured qualifications that lead to improved economic, social and cultural development opportunities for all.

Purpose of the Position is:

  • The CSDO Construction & Property Services is to develop and coordinate the development of competency standards in the construction and property sectors
  • S/he plans and organizes meetings with the industry advisory committees to identify competencies in their specific industry area
  • S/he will develop (or supervise a team of writers as needed) the training packages for each industry based on the competencies identified and endorsed by the Industry Skills Council (ISC) and the Industry Expert Panel (IEP)
  • Assist in the review of training packages procedures/guidelines and competency standards development in the Construction and Property Services
  • Develop tools for industries/employers consultation to validate units of competencies (training packages)
  • Undertake presentations for the ISC’s and IEPs meetings as well as maintaining good working relationships with them

The Successful Candidate must meet the following Position criteria:

  • Certificate IV in Training & Assessment and/or Bachelor degree in field of Education, Engineering, Mechanical Real Estate and/or related field
  • Experiences in post-school education and/or related positions
  • Experiences in analysis of documents, and writing and analysing research reports
  • Experience in coordinating and supporting committees and meetings
  • Knowledge in developing competency standards
  • Demonstrate ability to analyse complex information and provide analysis to decision makers
  • Computer literate and good command of Microsoft Office
  • Ability to maintain certain levels of confidentiality
  • Data collection and management skills
  • Takes initiative and is a strong procedural worker
  • Analytical and practical thinker
  • Excellent cooperative behaviour with good communication and interpersonal skills
  • Self-motivated person with high standards of personal excellence
  • Respect of self and others and commitment to work and in helping others
  • Time management and ability to prioritise multiple tasks as well as work under own initiative
  • Loyal to the company s/he works for
  • Fast Learner
  • Fluent in English, Bislama or French
