Contract COMMUNITY WATER SYSTEMS DEVELOPMENT OFFICER

Duration:
It is anticipated that this position will be for six months
Location:
DoWR office in Port Vila
Purpose: Supervise and coordinate the development of rural water committees maintenance activities and community awareness programs to achieve community ownership and sustainability of potable, secure rural water supplies.
Responsibilities:
- Develop community water supply committees based on the NIP/CAP system prioritization
- Support the establishment of rural water committees maintenance programs
- Plan and coordinate community water supply training, such as pre and post construction trainings previously known as plumbers training, community development training, water committee financial management training and operation and maintenance training
- Support Provincial Community Development officers in their support and training of village water committees
- Coordinate with DLA to train of area council, including youth cell on how they can strengthen rural water committees
- Coordinate with MoH and the Communications officer to coordinate the department’s community awareness projects and MoH Village Health Worker Trainings to strengthen rural water committees
- Facilitate efforts by technical assistants to improve village water committee training
- Monitor and facilitate provincial monitoring of efforts by contractors and NGOs to strengthen village water committees
- Initiate learning and knowledge sharing between different rural water committees
- Strengthen the ability of rural water committees to promote safe water storage, treatment, sanitation, hygiene and their ability to collect funds for water system maintenance
- Promote and support the concept of inclusivity especial related to gender and people with disabilities and cultural awareness in the development of water projects
- Other tasks as assigned, including emergency response if required
Criteria for selection:
- Experience in rural community development and mobilization
- Degree in community development, communication or adult education
- Computer competency in word, excel, forms, and email required
- Demonstrated listening, communication, planning, initiating activities and driving for results skills required
- Knowledge or rural water committee trainings or cooperatives an advantage
