Communications solutions consultant

The Curriculum Development Unit of the Ministry of Education and Training seeks the services of a communications consultant to develop a three-year strategic communications plan.
The consultant will be expected to alongside with key Officers within the Ministry of Education and Training to develop a strategic communications plan. Pending the approval of the costed plan identifying communication products to be developed, there is the possibility of support the implementation of key aspects of the approved plan in 2022.
CONTEXT
The Vanuatu Ministry of Education and Training is progressing implementation of a new curriculum into schools K-13. The new curriculum, that is guided by the vision and values described in the Vanuatu National Curriculum statement has been developed at this point for kindergarten through to Year 7. The implementation of the new curriculum has commenced several years ago, however, research has identified a lack of understanding amongst key actors. Hence, there is a need for a communications plan, and communication products to be developed to support the curriculum reform agenda for dissemination to parents, Principals and teachers (across kindergarten, primary and secondary).
RATIONALE
Communication is a fundamental element of curriculum reform as Implementation is dependent on stakeholders having a shared understanding of what is expected.
To enable parents and the community to take shared responsibility for educating children, it is important that they understand the rationale, purpose and approaches described in new curriculum. This includes being aware of the the knowledge, skills, attitudes and values today’s students need to thrive and shape their world.
SCOPE
This role will involve working with the Curriculum Development Unit to plan a curriculum communication strategy for the period 2022 to 2024. This will involve identifying the key messages to be communicated over this time period and include a description of the methodology, the communication strategies and communication products including resources and monitoring that will be necessary.
Once the plan is delivered, the consultant will support the Ministry of Education and Training to develop and implement the identified communication strategies for 2022.
DELIVERABLES
The Curriculum Communications Consultant will be expected to assist the MoET deliver the following for 2022.
1. 30 July: A curriculum communication strategy for the period 2022
2. 1 September – delivery of the first communication product(s) for 2022 – Such as short podcasts for social media
3. 30 November – delivery of additional communication products for 2022
*The consultant will at times be required to assist with communications matters on an ad-hoc basis as required by the PEO of CDU. This may relate to support for the development of podcasts or matters associated with improving communications between the CDU and provincially based staff and schools.
TIMEFRAME
Commencing in June.
Equipment
The consultant will provide their own equipment and work from their own location.
LOCATION
The Curriculum Communications Consultant will work from their own location but be expected to attend regular meetings at the Curriculum Development at Malapoa.
