Full-Time CHIEF EXECUTIVE OFFICER (CEO) AND PART-TIME COMMISSIONER

Job Description

The Government of Vanuatu through the Ministry of Finance & Economic Management seeks to recruit a Chief Executive Officer (CEO) and part-time Commissioner to the Vanuatu Utilities Regulatory Authority (URA) and is seeking Expression of Interests for this position. Restricted to Ni-Vanuatu Only

The primary responsibilities of the CEO and part-time Commissioner include, but are not limited to the economic regulation of water and electricity subject to the Utilities Regulatory Authority Act No. 11 of 2007.

About the Utilities Regulatory Authority
The URA was set up under the Utilities Regulatory Authority Act No. 11 of 2007. The Authority acts independently of the Government and its primary purpose is to increase access to safe, reliable and affordable electricity and water services, and to promote the long-term interests of consumers throughout Vanuatu. In addition, the Authority manages consumer disputes and advises the Government on matters related to electricity and water. It also reviews tariffs under the rules of the Concessions Agreements and relevant legislation.

Core Competencies:
The Ni Vanuatu CEO and Part-time Commissioner shall have the following core competencies;

a. A person of high calibre with deep knowledge of financial, economic and business applications pertaining to regulated utility services, preferably in energy, water and Petroleum products sectors;

b. Broad experience in national and international arena in regulatory practices particularly in developing countries [Minimum 10 years’ experience];

c. Demonstrated track record in organization leadership and public administration and managing a professional organization;

d. Ability for capacity building, stakeholder relationship management with Government, private sector and public; sound understanding of the electricity, water and petroleum industries, especially background in electricity and water laws, petroleum laws, economics, technical and financial applications;

e. Knowledge of key areas of electricity, water, Liquified Petroleum Gas (LPG) regulation, telecommunication, including, licensing, dispute resolution, competition issues, price monitoring, safety and reliability standards, tariffs, consumer protection and contract administration;

f. Knowledge and experience of electricity, water, telecommunication and LPG sector issues in the South Pacific region and/or other small island economics is highly desirable;

g. Demonstrated experience and background in civil litigation and/or judicial review for energy sector, preferably regulated services; experience in Arbitration and Alternate Dispute Resolution; and

h. Fluency (written and spoken) in English is required and in French is highly desirable; knowledge of Bislama is desirable;
