Job Description
The Vanuatu Emergency Services Association (VESA) is seeking an exceptional and values-driven Chief Executive Officer to lead one of the Pacific’s most innovative and impactful emergency service organisations.
VESA provides essential emergency medical and rescue services across Vanuatu through its operational arms ProMedical and ProRescue. Working closely with government, communities, donors and partners, VESA delivers ambulance services, rescue operations, training, and community health initiatives that save lives and strengthen resilience across the nation.
We are now seeking a strategic and inspirational leader to guide the organisation through its next phase of sustainable growth, service innovation and strengthened partnerships.
About the Role
Reporting to the Board, the Chief Executive Officer is responsible for the overall leadership and management of the organisation, ensuring delivery of VESA’s mission and strategic priorities.
The CEO will lead the development and implementation of the organisation’s strategic plan, foster a healthy organisational culture, and build partnerships that support long-term sustainability and impact.
This role provides executive leadership across the organisation including ambulance services, rescue operations, administration, governance, and stakeholder engagement.
The CEO leads a small but high-functioning senior leadership team.
Key Responsibilities
- Strategic Leadership
- Lead the development and implementation of VESA’s strategic direction.
- Identify opportunities for service expansion, innovation, and sustainable funding.
- Position VESA as a sector leader in emergency health and rescue services.
Governance and Board Engagement
- Maintain strong corporate governance systems and organisational accountability.
- Provide timely and accurate reports to the Board on clinical, financial, operational and risk matters.
- Ensure compliance with regulatory, contractual and organisational requirements.
Operational Oversight
- Oversee delivery of VESA’s core ambulance, rescue and community services.
- Ensure programs are evidence-based, evaluated and continuously improved.
- Maintain high standards of safety, quality and operational performance.
Financial Stewardship
- Lead organisational financial management including budgets, reporting and funding compliance.
- Identify and implement business improvement initiatives and new funding opportunities.
- Ensure financial sustainability and responsible stewardship of resources.
People and Culture
- Foster a positive, inclusive and high-performing organisational culture.
- Support workforce development, succession planning and staff engagement.
- Promote VESA as an employer of choice.
Stakeholder and Community Engagement
- Represent VESA with government, partners, donors, sponsors and the community.
- Strengthen partnerships across the health, emergency services and NGO sectors.
- Advocate for improved emergency and health services in Vanuatu.
About You
You are an experienced senior executive with a passion for community impact and organisational leadership.
You will bring:
- Demonstrated experience in executive or CEO-level leadership
- Registered Paramedic with significant clinical experience (ICP/CCP level preferred)
- Strong strategic planning and organisational development skills
- Proven financial management and governance capability
- Experience leading complex, multi-site service delivery organisations
- Exceptional communication and stakeholder engagement skills
- Ability to build strong partnerships across government, donors and community organisations
- A relevant tertiary or post-graduate qualification in business, or similar (MBA desirable)
