Call for Expression of Interest: Institutional Strengthening
Consultant Introduction
VANGO is experiencing a growth, which necessitates updates to its operational mechanisms, forms and policies. To address this, VANGO is seeking an expert in institutional strengthening to work alongside the organization to identify gaps and develop and update appropriate policies and systems that support its continued development.
Background
VANGO is the umbrella organization representing all NGOs in Vanuatu, including international NGOs, national NGOs, and community-based organizations. Established in 1991, VANGO has served as a key coordinating body for civil society organizations (CSOs) in the country.
Currently, VANGO has a governing board comprising representatives from a range of National and International NGOs and more than 200 registered members in its directory. Of these, there are 60 financial members.
Objective
The objective of this assignment is to strengthen and update VANGO’s operational policies and mechanisms to reflect the organization’s current needs and growth. Consultations will be carried out with staff and board members to gather feedback and input on the proposed improvements.
Deliverables
The consultant will be expected to:
- Conduct a pre-assessment with staff and board members to understand existing gaps and needs. This includes a desktop review of current handbooks, policies and supporting documentation
- Develop updated institutional policies and mechanisms based on the gaps and revision requirements identified. This should include a revision and update of the existing Staff Handbook, Finance Manual, and Board Manual as well as the development of other required documentation (policy/procedures/forms) relating to: supply chain management, procurement, MEAL, volunteer management, project management, risk management, modern slavery and trafficking, ICT, data security and knowledge management
- Present all documentation utilizing VANGOs new logo and style guide, with consideration given to information being presented in accessible, user-friendly formats. 1 x hardcopy of all the documentation should also be printed and professionally presented in a file for easy office reference and use
- Develop an online filing system for VANGO using a recognised and affordable cloud based solution such as One Drive. Supporting procedures to enable VANGO to implement using the filing system should also be provided
- Prepare a brief report summarising all work undertaken as well as any recommendations for future work required that was out of scope of the current project and recommendations for review/update and implementation
- Present a training session to staff covering key updates / changes as well as on how to implement and use the new online filing system n.
Consultant Requirements
Interested applicants should submit an Expression of Interest detailing their approach and costs. Applicants must meet the following criteria:
- A minimum of five years’ experience in management and governance roles
- Relevant qualifications in Business, Commerce, Leadership, or Finance
- Demonstrated experience in institutional strengthening (please include samples of previous work)
- Provide two professional references from recent or relevant assignments
