Position Title : Consultant (Displacement Policy Progress Update, Review & Costed Implementation Plan)

Established in 1951, IOM is the leading inter-governmental organization in the field of migration and works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

The IOM Regional Office for Asia and the Pacific (ROAP) in Bangkok, Thailand is covering 40 countries across the Asia and Pacific region. The key responsibility of the ROAP is to formulate regional strategies and plans of action and to provide programmatic and administrative support to the countries within the region.

Context:
The International Organization for Migration’s (IOM) Vanuatu Mission and its partners use, produce, and monitor migration-related data for planning, policymaking and operational purposes. The mission aspires to conduct a comprehensive review of the current Vanuatu National Policy on Climate Change and Disaster Induced Displacement. The Displacement Policy was published in 2018 under the Ministry of Climate Change Adaptation, Meteorology, Geo-Hazards, Environment, Energy and Disaster Management (MoCC), and is formally housed under the NDMO.

Under the overall supervision of the IOM Vanuatu Mission, DR & CC Unit, and in close coordination with the Ministry of Climate Change Adaptation, Meteorology, Geo-Hazards, Environment, Energy and Disaster Management (MoCC), the Consultant will be mainly responsible for the following;

  1. Document the progress to date undertaken by government and non-governmentpartners in alignment with the policy strategic areas and actions, and what remains to be implemented. This activity includes designing a simple monitoring tool in which to report this progress update and to allow MoCC to continue ongoing monitoring of work undertaken in alignment with the Displacement Policy in the future;
  2. In consultation with relevant departments, review the Displacement Policy and set out any additions / amendments required; and update progress reporting against confirmed additional activities;
  3. Develop a costed implementation plan for the Displacement Policy.

Core Functions / Responsibilities:
The successful candidate will deliver the following outcomes:

  1. In close collaboration with the IOM Vanuatu Mission, DR & CC Unit, develop report outlining the methodology and monitoring tool design to be used in the progress
    update, review and development of costed implementation plan including assessment and outlining the assessment questionnaire/s. Total estimated days required for this work is 3 days.
  2. Support preparations for and lead in running a multi-departmental consultation workshop to provide awareness of the Displacement Policy, the progress update, policy review and implementation plan development and conduct initial consultations with stakeholders. This includes developing a consultation report on the workshop. Total estimated days required for this work is 4 days.
  3. Develop progress report on the implementation of the Vanuatu National Policy on Climate Change and Disaster Induced Displacement, including summarizing projects that have been implemented, or are currently being implemented in country that are supporting components of the policy. Total estimated days required for this work is 8 days.
  4. Develop an updated version of the policy incorporating feedback and recommendations from stakeholders. Total estimated days required for this work is
    14 days.
  5. Develop a finalized costed implementation plan for the policy. Total estimated days required for this work is 18 days.
  6. Finalized report including progress update of the policy, policy review and costed policy implementation plan. Total estimated hours required for this work is 3 days.

Performance indicators for the evaluation of results

  • Performance should be assessed according to the tangible and measurable outputs of the work assignment above.
  • Payment instalments to be made upon the satisfactory completion of each of the deliverables and approval by the project manager.

Required Qualifications and Experience
Education

  • Master’s Degree, in political science or social sciences, public policy, public finance, government administration, climate change, sustainable development, refugee and migration studies, international relations, law or a related field from an accredited academic institution.

Experience

  • Minimum 5 years of experience working with research, policy development or analysis, preferably in the field of climate change, disaster risk reduction or emergency response and/or environment.
  • Understanding of the Vanuatu displacement, emergency response and climate change context are an advantage.
  • Experience working in the Pacific region is preferable.

Skills

  • Demonstrated experience in research/assessments for displacement, climate change and disaster preparedness and response.
  • Demonstrated experience in policy development, implementation plan development and budgeting policy actions or other policy interventions is preferred.
  • Experience in working on issues relating to internal displacement, population movement and/or migration-related experience.
  • Experience with developing methodologies for costed plans is preferred.
  • Experience in working with relevant Vanuatu government and non-governmental institutions and senior representatives in climate change, displacement and DRR policy and implementation/analysis would be a distinct advantage, as well as previous experience working in an international organization.

Languages

  • Fluency in English language (oral and written) is required.
  • Professional Bislama fluency is preferable.
