Job Description

An exciting opportunity to work in a collaborative and regionally based aviation safety and security oversight organization established to serve our members, the signatories to the Pacific Islands Civil Aviation Safety and Security Treaty (PICASST).

  • Duration of work will be approximately 6 months (actual dates to be confirmed following initial in country visit to Solomon Islands).
  • Commencement of work will be immediately.
  • Position is homebased and will be required to travel to Solomon Islands.
  • The position reports to PASO Head of Regualtory Oversight Support Services (ROSS) and Director CAASI (DCA-CAASI).
  • Due Date for submission of applications: 15 October 2025.
  • Preference will be given to potential candidates within the Pacific Region including Australia and New Zealand.

NATURE AND SCOPE

The aim of this role is to provide assistance and advice to the Solomon Islands Government (SIG) in its preparations for the ICAO USAP AUDIT scheduled for the beginning of February 2026. The objective is to select a Technical Advisor (TA) that has an excellent understanding of international civil aviation security compliance requirements and sound knowledge of the Universal Security Audit Programme – Continuous Monitoring Approach (USAP-CMA) audit framework. He/She will provide expert advice and assistance to the Director of Civil Aviation Authority of Solomon Islands (CAASI) in preparation for the planned USAP Audit by ICAO, sit alongside Solomon Island officials during the audit, and after reviewing ICAO audit findings, will work with CAASI on development of the Corrective Action Plan (CAP).

It is important that the TA to SIG, spends a significant number of days in the Solomon Islands working closely with the SIG regulator and Operators, as well as spending some time in country during development of the CAP. It is estimated that a total of 80 working days will be required for the work, with about 20 – 30 days prior to the February 2026 ICAO audit. While working in country the TA will be based in the Civil Aviation Division office in Honiara with the Solomon Islands USAP team.

The total days and times for the TA working in country and remotely is to be determined following an initial in country visit, with the TA providing a work plan outlining the tasks and timings.

BACKGROUND
CAASI is preparing for the International Civil Aviation Organization’s Universal Security Audit Program, Continuous Monitoring Approach (ICAO USAP-CMA) scheduled for early February 2026.

Part of the USAP-CMA process is a requirement for the State to provide ICAO with State Aviation Security Activity Questionnaire (SASAQ), State Compliance Checklist (CC), and responding to protocol questions (PQs) set out by ICAO. There will also be a review of National aviation security policies and programs, civil aviation manuals and standard operating procedures.

In accordance with the scope of this assignment the TA will be expected to adhere to PASO’s core values:

PURPOSE OF THE ROLE
Reporting to the Director of CAASI (DCA-CAASI) and PASO’s HROSS, the Security TA will be responsible for:

1. verifying state documentation to be submitted by SIG to ICAO for the USAP-CMA audit (Protocol questions, SASAQs and CCs).

2. Liaise with the Civil Aviation Authority of New Zealand which will provide documents and pro-formas that can assist SIG in preparation for the audit.

3. In close collaboration with PASO, review the State’s national aviation security policies, programmes and SOPs. The Aviation Security TA will assist in ensuring those programmes comply with ICAO standards and best practices, and are fully tailored to the operational context of the Solomon Islands’ aviation sector.Develop security checklists to align with the national programmes for aviation security and liaise closely with the PASO USAP Preparation Team to identify gaps within the system in Solomon Islands. Gaps as are identified, will be compiled in a report for the DCA – CAASI and CAPs developed to address identified gaps on a regular basis.

4. Provide coaching and mentorship to build capacity of CAASI staff on Security Regulatory Functions. Assistance to identify courses towards further capacity building for the CAASI team is also expected.

5. Liaising with stakeholders to collect data to assist with responding to PQs and for awareness- raising purposes.

6. Update DCA on work progress, CAPs areas identified.

7. Regularly updating the Director and PASO on any new information being shared with the industry or any global changes needing the immediate attention and action of the State.

8. Other tasks as may be required by the Director in consultation with the PASO Safety and Security Team Leader.
