Job Description

1.Baground

  1. Our headquarters are based in Port Vila, Vanuatu and PASO Member States include Cook Islands, Kiribati, Nauru, Niue, Papua New Guinea, Samoa, Solomon Islands, Tonga, Tuvalu, and Vanuatu. We also have a strong relationship with Australia, Fiji, and New Zealand who serve on the PASO Council of Directors.

  7. The aviation industry in the region is subject to ever evolving security threats, requiring a proactive approach to maintaining a secure, resilient, and responsive operating environment. It is equally important to ensure continuation of PASO’s security oversight services to each of the States, assisting them stay up to date with security requirements and to continue to build robust security systems within their own sovereign States to achieve the ICAO Standards and Recommended practices within the security related field.
  8. With the increasing security challenges there is a need for PASO to contract a dedicated professional aviation security inspector to oversee and implement security oversight activities as per the workplans for each member states and will be part of PASO Pool of Inspectors (POI).
  9. The ASI role is funded under MFAT support program for the members states in their ICAO USAP-CMA activities, along with regular audits and inspection work.

2. The Position

  1. Reporting to the Workplan Implementation Manager (WIM) the Aviation Security Inspector conducts regulatory security audits for Member States in accordance with their Workplans.
  2. Assist States to carry out required oversight on aviation security service providers and including regulated air cargo agents.
  3. Effective communication and liaison with the PASO Regulatory Services Staff on State work requests and matters requiring aviation security services inputs, support, and actions to ensure that PASO respond to, and action State’s request in a timely manner while adhering to PASO policies and procedures.

3. Outcomes and Objectives

  1. Deliver the Security Certification and Surveillance activities for Member States in accordance with their Workplans.
  2. Assist States to carry out required oversight on aviation security service providers and including regulated air cargo agents.
  3. Assist States with any required support for their USAP Audit as applicable.
  4. Assist States with agreed CAPs in response to USAP-CMA audits, as applicable.
  5. Provide required and relevant technical advice and on the job training to state personnel.

4. Essential Selection Criteria:

  • Has a minimum of five-years’ experience working with an aviation security service provider or equivalent security service at the middle to senior management level.
  • Has at least a minimum of three years’ experience in aviation security supervisory or quality assurance role.
  • Previously undertaken aviation security inspector duties for a reputable aviation safety regulator or similar organisation.
  • Possesses a good understanding of the requirements and functions of ICAO, including international civil aviation security standards and recommended practices which are primarily reflected in Annex 17
  • Has experience with the international facilitation and security-related aspects of ICAO Annex 9 to civil aviation security and the security controls and procedures.
  • Has knowledge and experience in the handling of dangerous goods intended to be transported by air
  • Has an up-to-date understanding of conventions on the threats to civil aviation.
  • Has experience in applying and developing technical policies and procedures around aviation security.
  • Holds an internationally recognised safety and quality management systems certificate or has experience working in an integrated quality and safety management systems.
  • Has an in-depth understanding of the Pacific Regional (NZ) civil aviation legislative and regulatory framework and other statutory requirements
  • Has experience with the development and implementation of national aviation security programs including the National Civil Aviation Security Program (NCASP), the National Civil Aviation Security Quality Control Program (NCASQCP), and the National Civil Aviation Security Training Program (NCASTP)
  • Has experience with the operational procedures and administrative requirements for aviation security operations including screening operations, physical infrastructure and aircraft security and training, standards, quality assurance and security risk assessment.
  • Is able to use core Microsoft suite and Outlook email software.

Desirable Expertise

  • Knowledge relating to the role of PASO in the Pacific Region.
  • Familiarity with the aviation sector in the Pacific Region.
  • Knowledge and appreciation of cultural dynamics of the Pacific region.
