Job Description

Title: Labour Mobility Officer
Duration: 12 months, from January 2022
Government pay scale: 4.1
Annual salary: 1,195,500

Purpose of the Position:

The Labour Mobility Officer will support the various procedures required to process all the Pacific Labour Scheme (PLS) worker applications, to enable Vanuatu Department of Labour (DoL) to fulfil its Labour Mobility obligations under the Pacific Labour Facility.  This role will also support the Seasonal Worker Program (SWP).

Program Background:

The Employment Services Unit (ESU) within the Dpt of Labour is responsible for delivering Pre Departure Briefings (PDB) to all seasonal workers before the leave for Australia or New Zealand.  PDB2020 package of PDB resources has been approved and it is mandatory for all seasonal workers (approx. 10,000 per year) to attend PDB before departure.  This role will be responsible for the delivery of these PDBs.  This role will also support other relevant trainings like Work Ready training, and Famli I Redi training.

Labour Mobility Programs (PLS, SWP, RSE):

There are currently three labour mobility programs being implemented in Vanuatu.  The Pacific Labour Scheme (PLS) offers opportunities for Ni-Vanuatu to work in Australia for up to three years, in various sectors (meatworks, agriculture and tourism).  The Seasonal Worker Program (SWP) offers opportunities for Ni-Vanuatu to work in Australia for up to 9 months at a time primarily in the agriculture and horticulture sectors.  The Recognised Seasonal Employers (RSE) program offers opportunities for Ni-Vanuatu to work in New Zealand for up to 7 months at a time primarily in the viticulture and horticulture sectors.

Duties:

Under the direction of the senior staff, ESU and the Vanuatu Labour Mobility Engagement Manager, the Labour Mobility Officer will:

  • Facilitate the Labour Mobility awareness sessions and hand out relevant information materials
  • Review and screen the worker profile applications according to approved employer criteria
  • Screen worker profile applications considering gender and social inclusion principles
  • Register/ upload worker profiles and documents onto the ESU In-Country Recruitment Database (IRD)
  • Keeping the Work Ready Pool of registered PLS workers up to date (general WRP and hospitality WRP)
  • Maintain communications with all the selected workers as required for mobilisation
  • Mobilise workers for specific flights, in a timely manner
  • Maintain communications with relevant AEs in Australia and provide relevant information to AEs in a timely manner
  • Facilitate English testing with PLS workers to ensure English standards within worker ready pool
  • Facilitate fitness testing with PLS workers to ensure fitness standards for the worker ready pool
  • Facilitate high quality Pre-Departure Briefings (PDB) for PLS workers leaving to go to Australia
  • Support the other Labour Mobility Officers, as required
  • Communications with DFAT when appropriate, under the guidance of Senior Labour Officer, ESU

 Qualifications and Experience:

  • Demonstrates high levels of initiative.
  • Has strong organisational and time management skills.
  • Excellent computer skills (Internet, Word, Excel, PowerPoint, Outlook).
  • Willingness to learn about using databases
  • Experience in managing and implementing projects.
  • Experience in facilitating excellent workshops and training activities
  • Understanding of Gender, Disability and Social inclusion
  • Commitment to working alongside PLS and SWP officer staff, to working as a team
  • Excellent communication skills, for high level external engagement
  • Experience in fast paced working environments, with tight deadlines
  • Fluent in English and Bislama.
  • Familiarity with the Pacific Labour Mobility programs
