Job Description

Title: Labour Mobility Officer – PALM
Duration: Until 30 Dec, 2024 with possible extension
Government pay scale: Annual salary 1,195,500 VUV

Purpose of the Position:

The Pacific Australia Labour Mobility (PALM) scheme offers both seasonal and long term opportunities for Ni-Vanuatu to work in Australia for up to four years, in various sectors (meatworks, agriculture and tourism).

The Labour Mobility Officer – PALM will support the various operational and some strategic procedures required to implement/ facilitate the Pacific Australia Labour Mobility program, to enable Vanuatu Department of Labour (DoL) to fulfil its Labour Mobility obligations in Vanuatu and Australia.

This short term contract role is primarily operational, and is responsible for the preparation and mobilisation of PALM workers, regardless if they are on short term or long term PALM assignments. This role will also support different recruitment requirements/ specialities in e.g. hospitality, age care sectors and/ or with ‘skills development’ opportunities.

Duties:
Under the direction of senior staff, Labour Mobility Unit (LMU), the Labour Mobility Officer – PALM will:

  • Register PALM workers into the IRD
  • Review and screen the PALM worker profile applications according to approved employer criteria
  • Screen PALM worker profile applications considering gender and social inclusion principles
  • Maintain communications with all the selected workers as required
  • Support selected workers to complete their visa information forms
  • Communications with PALM Approved Employers regarding recruitment and mobilisation
  • Input all relevant data into PALM (LMU) IRD database as required
  • Support the Senior Labour Mobility Officer – PALM with their tasks when required

Deliverables:

  • High quality PALM awareness about the PALM program and labour mobility opportunities in Australia
  • All PALM applications and recruitment information is in the IRD
  • High quality worker profiles developed for the ‘ready pool’
  • High quality workers being sent to Australia, due to high quality mobilisation process
  • Ready pool of workers feeling supported throughout the application process
  • Ready pool of workers reflect a diverse selection process, that considered inclusion principles
  • PALM workers departing to Australia with a clear understanding of their contract, employer expectations, tax and payment processes, and their working environments
  • Strong relationship with external stakeholders involved in Pacific Labour Mobility, including DFAT

Qualifications and Experience:

  • Demonstrates high levels of initiative.
  • Has strong organisational and time management skills.
  • Excellent computer skills (Internet, Word, Excel, PowerPoint, Outlook).
  • Experience in managing and implementing projects.
  • Experience in facilitating excellent workshops and training activities
  • Understanding of Gender, Disability and Social inclusion commitment to mentoring PALM interns
  • Excellent communication skills, for high level external engagement
  • Experience in fast paced working environments, with tight deadlines
  • Fluent in English and Bislama.
  • Familiarity with the Pacific Labour Mobility programs
