Job Description

Title: Labour Mobility Officer – PALM (IRD)
Duration : Until 30 September, 2025 with possible extension
Government pay scale: Annual salary VUV 1,195,500

Labour Mobility Programs (PALM and RSE):
There are currently two labour mobility programs being implemented in Vanuatu. The Pacific Australia Labour Mobility (PALM) scheme offers both seasonal and long term opportunities for Ni-Vanuatu to work in Australia for up to four years, in various sectors (including meatworks, agriculture and tourism). The Recognised Seasonal Employers (RSE) scheme offers opportunities for Ni-Vanuatu to work in New Zealand for up to 7 months at a time primarily in the viticulture and horticulture sectors.

Purpose of the Position:
The Employment Services Unit (ESU) within the Department of Labour is responsible for delivering high-quality Labour Mobility programs to both Australia and New Zealand.

The role of the Labour Mobility Officer – IRD is responsible for the ongoing operational development and implementation of the In-Country Recruitment Database (IRD), which is the national database system used for Vanuatu’s Labour Mobility Schemes. Currently, the IRD is utilised by the ESU team as well as our 70+Licensed Recruiting Agents, as they undertake important recruitment activity, contributing to the overall success of our PALM and RSE programs in Vanuatu.

The IRD performs a critical function in ensuring all information relating to the registration and mobilisation of Ni-Vanuatu workers to Australia and New Zealand is captured and maintained and as the Labour Mobility Officer – IRD, this role provides an exciting opportunity to demonstrate your skills and experience as an Information Systems Specialist or Systems Analyst.

Duties:
Under the direction of Senior ESU staff, the Labour Mobility Officer – IRD will:

  • Implement the operational usage of the IRD across all licensed users (ESU and recruiting Agents)
  • Provide high levels of training support and coaching to all licensed users
  • Ensure compliance levels are maintained by all system users and report on this.
  • Undertake regular auditing processes of information as it pertains to Labour Mobility activity.
  • Provide systems analysis support to our IRD Team, based in Australia.
  • Actively participate in IRD communications/meetings with our wider IRD community (Pacific Team)
  • Complete reporting requirements as requested.
  • Develop and maintain an annual training program and training materials for new (new users) and refresher (existing users)
  • Implement system upgrades as required.
  • Liaise and support both internal and external stakeholders as required.
  • Complete required administrative tasks, attend relevant meetings linked to your role.

Qualifications and Experience:

  • Undergraduate degree in Computer Science, Information Systems or related field and/ or
  • Experience, working in information systems and data management
  • Demonstrated experience in delivering training and coaching support to others
  • Excellent communication skills, for high level external engagement
  • Demonstrates high levels of initiative
  • Has strong organisational and time management skills.
  • Excellent computer skills (Internet, Word, Excel, PowerPoint, Outlook).
  • Experience in managing and implementing projects
  • Understanding of Gender, Disability and Social inclusion
  • Experience in fast paced working environments, with tight deadlines
  • Fluent in English and Bislama
  • Familiarity with the Pacific Labour Mobility programs
