Contract TECHNICAL CONSULTANT/ FIRM FOR THE DEVELOPMENT OF A NATIONAL QUALITY AND STANDARDS POLICY

EXPRESSION OF INTEREST
The Vanuatu Bureau of Standards (VBS) wishes to recruit the services of a short-term Technical Consultant/ Firm for the Development of a National Quality and Standards Policy.
The main Objective of this assignment is to
- Develop a National Quality and Standards Policy.
- Formulate and identify all stakeholders to be involved in the Quality and Standards Framework Development.
Scope of Work:
In this engagement, the Technical Consultant is expected to carry out and deliver the following outputs:
- Scoping and assessment of all past and current Government and sector policies and strategies.
- Identify all policy and quality Infrastructure development gaps and risks.
- Research, analyze and develop Policy concept based on current Trade, Goods and Services Quality and Standards Gaps.
- Plan, design and develop the Policy structure to capture all Quality and Standards with the aim to improve Quality founded on internationally accepted Standards.
- Work with the Vanuatu Bureau of Standards on developing the National Quality and Standards Policy Vision, Mission, Goals, and Objectives.
- Collaborate and consult with all relevant stakeholders on the need to develop the National Standards and Quality Policy.
- Increase and create International engagement, partnerships on both trusted and reputational bodies involved in National and International Quality and Standards.
- Draft the National Quality and Standards Policy.
- Consult all stakeholders on the Draft Policy.
- Review and update the Policy Document.
- Finalize the National Quality and Standards Policy.
Qualifications and Experience:
The consultant must have at least a Masters Degree or higher from a recognized institution in a relevant discipline; including any related professional memberships or affiliations; and must have at least 3 Years of proven work experience in the relevant field:
- Vast experience and knowledge on Standards and Quality across sectors both Nationally and Internationally especially Trade, Productive, Telecommunications, Energy and ICT sectors.
- A clear understanding of Vanuatu, its business culture and community culture.
- An extensive knowledge and understanding of International Standards such as ISO Standards.
- Experience and knowledge in the development and assessments of Technical Policies and Strategies.
- Able to think analytically, critically, practically, comprehensively and be open minded.
- Must show and possess excellent research skills, planning, analytical skills, administration skills, reporting skills and can work independently.
- Have the ability to demonstrate a clear understanding and identify all correlations between Vanuatu’s existing Quality Infrastructure and the critical infrastructure organizations (stakeholders) that would benefit from the National Quality and Standards Policy implementation.
- Demonstrated experience dealing with Standards and Quality cross-sectored infrastructures.
- Must demonstrate and show a global understanding in International Standards and Quality Infrastructure frameworks.
- Have the ability to work across all domains within the Government, Private and Civil Sectors.
- Must have extensive insights into the National, Organizational and Civil society environment associated with the need to Implement and enforce Standards and Quality Policies.
- Must have extensive knowledge of Vanuatu’s Government Priorities and the National Sustainable Development Plan of 2030.
- Highly competent in the use of Information Communications Technologies (ICT).
Duration and Location of Work:
This contract is for a 6 months period however can be extended if the Government through the Vanuatu Bureau of Standards and the Ministry of Tourism, Trade Commerce and Ni-Vanuatu Business see a need to.
The assignment will be based in Port Vila. The Technical Consultant will be expected to travel to the main Provincial Centers to carry out consultations.
