Contract 6 PROVINCIAL WATER RESOURCES INVENTORY (WRI)

Job Description

Responsibilities
The 6 Provincial Water Resources Inventory will be paid based on the following deliverables:

verify the Database information for each water systems in that area

Province
Island
Area council
Village name
Estimated village population

  • Identify any drinking water systems not already listed in the database in their area
  • Identify major fresh water resources (rivers, lakes and streams) in their area
  • Teach area council members how to collect flow measurements from spring sources
    – Register any additional water systems or major fresh water sources that is not in the database based on area council consultations
    – Enter data collected by area council (Ideally, this would become a regular thing area council did at high and low flow times of the year)
    – Identify all locations where WRI needs to be conducted
  • Call communities in advance and ensure community is ready for the WRI
  • Consider only calling those communities that have a recent DWSSP or recent construction instead of physically going there
    – Identify transport routes and options for enumerators (Red Cross volunteers, staff, VNSO recommendations or others) to go and collect WRI data for those systems we need to go to
    – Organize and facilitate meetings with VNSO census leaders, MoH healthcare facility survey organizers and others in the province to learn from their experience and identify ways to share transport or otherwise work together if possible
    – Create a plan for enumerators to collect WRI information
    – Ensure entry of information into NIP/ CAP database
    – Clean NIP/ CAP data

Qualifications or Specialized Knowledge/Experienced Required:

  • University degree, technical training or experience with Microsoft word and excel
  •  A minimum of 3 years of experience in administration, data collection and entry with either Government of Vanuatu or INGO/ NGO/ CSO
  • Ability to organize and facilitate meetings with area council, VNSO, MoH and others
  • Ability to work autonomously and mobilise volunteers
  • Fluency in Bislama (verbal and written) and English (verbal and written)
  • Due to a shortage of DoWR computers, individuals who can provide their own computer may be given preference.

Consultant’s Work Place:
The 6 Provincial Water inventory will be based at their respective provinces at the DoWR office
