Finance and Operations Senior Manager, Vanuatu

We are seeking a highly motivated and experienced Finance and Operations Senior Manager to join our team in Port Vila and help drive operational excellence across CARE Vanuatu.

The Role
The Finance and Operations Senior Manager is a key member of the Country Office leadership team.

You will provide strategic oversight and day to day management of CARE Vanuatu’s:

  • Finance and budgeting
  • Procurement and logistics
  • Administration and IT
  • Risk management and compliance

You will lead a multidisciplinary team to ensure strong financial stewardship, efficient and accountable operations, and high quality support to our development and humanitarian programs.

This role is central to ensuring CARE Vanuatu can deliver timely, impactful programs and respond rapidly and effectively to emergencies.

Location
The position is based in Port Vila, Vanuatu (with travel to field locations)

Key Responsibilities

Strategic finance and compliance

  • Lead development and implementation of financial policies, systems and procedures that meet CARE Australia, CARE International and donor requirements.
  • Oversee budgeting, forecasting, cash flow and financial reporting, ensuring timely and accurate information for decision making.
  • Manage internal and external audits and coordinate implementation of recommendations.
  • Monitor financial risks and advise the Country Director and Senior Management Team.

Procurement, logistics, administration and IT

  • Lead compliant, transparent and value for money procurement and contracting processes.
  • Oversee logistics functions including warehousing (aligned with SPHERE standards), asset and fleet management, and supply chain for development and emergency programs.
  • Ensure effective office administration, facilities management and IT systems that support staff to work safely and productively.
  • Develop and update operational policies and SOPs and support their rollout across all locations.

Leadership, people management and capacity strengthening

  • Provide inclusive, supportive leadership to the finance and operations team, setting clear expectations and supporting professional development.
  • Build capacity of program and partner staff in financial management, compliance and operational planning.
  • Champion CARE’s values and culture, including gender equality, diversity, safeguarding and accountability.

Risk management and governance

  • Strengthen internal controls and antifraud mechanisms and foster a culture of integrity and ethical practice.
  • Conduct regular field visits to support teams, review operational practices and identify improvements.

About you
You are an experienced and value-driven leader who thrives in complex, multicultural environments and is committed to advancing gender equality and social justice.

You will have:

  • A degree in Accounting, Finance, Commerce, Business Administration or related field or equivalent experience (master’s degree desirable).
  • Extensive experience (over 8years) experience in finance and operations leadership, with an international NGO or similar organization, preferably in the Pacific or other developing country contexts.
  • Strong experience managing donor funded projects (e.g. Australian Department of Foreign Affairs and Trade or other similar government agencies, EU, multilateral donors) and ensuring compliance with donor and organizational requirements.
  • Demonstrated experience in procurement, logistics, administration and operational support in humanitarian or development settings.
  • Proven ability to lead and develop diverse teams, build positive relationships and collaborate across functions.
  • Excellent analytical, problem solving and communication skills, with the ability to provide clear, strategic advice to senior leaders.
  • Strong commitment to Gender Equality, Protection and Safeguarding, and to CARE’s values of respect, integrity, diversity and excellence.
  • Experience in emergency response operations will be a strong advantage.
