EXPRESSION OF INTEREST (EOI)
Consultancy Services to Develop the Shefa Provincial Government Council Corporate Plan
(2026–2030)
The Shefa Provincial Government Council (SPGC) invites Expressions of Interest from suitably
qualified and experienced consultants to develop its Corporate Plan for the period 2026–2030.
1. Background
The Shefa Provincial Government Council is committed to strengthening governance, service
delivery, and sustainable development across the province. The new Corporate Plan (2026–2030) will provide strategic direction aligned with national development priorities, relevant legislation, and the needs of communities within Shefa Province.
2. Objective of the Consultancy
The objective of this consultancy is to develop a comprehensive five-year Corporate Plan that will:
- Define the Council’s vision, mission, and strategic priorities
- Establish clear goals, objectives, and performance indicators
- Aligning with national policies and provincial development frameworks
- Strengthening institutional capacity and governance structures
- Provide an implementation, monitoring, and evaluation framework
3. Scope of Work
The selected consultant will be expected to:
- Conduct stakeholder consultations (Council members, management, staff, communities, national government agencies, and key partners)
- Review existing strategic documents, policies, legislation, and reports
- Facilitate strategic planning workshops
- Develop a draft Corporate Plan for review
- Incorporate feedback and submit a final Corporate Plan (2026–2030)
- Present the final plan to Council for endorsement
4. Deliverables
- Inception Report with work plan and methodology
- Stakeholder Consultation Report
- Draft Corporate Plan (2026–2030)
- Final Corporate Plan (2026–2030) including implementation and M&E framework
5. Required Qualifications and Experience
Interested consultants should demonstrate:
- Proven experience in strategic planning and corporate plan development
- Experience working with government institutions or local authorities (preferably within Vanuatu or the Pacific region)
- Strong stakeholder consultation and facilitation skills
- Knowledge of public sector governance and planning frameworks
- Excellent report writing and analytical skills
