Location: Port Vila, Efate (with frequent travel to provinces)

The Vanuatu Water Security Project (funded by the Green Climate Fund) is a major national investment to strengthen rural water security, improve climate resilience, and support inclusive community water governance across Vanuatu. The Project Management Unit (PMU) works closely with national and provincial teams to deliver infrastructure upgrades, DWSSP planning, capacity building, monitoring, and community water management.
We are seeking a suitable, qualified, experienced, and highly motivated project professional to join our dynamic PMU team.
POSITION: Project Planning Coordinator
The Project Planning Coordinator will be based in Port Vila and will be responsible for leading and coordinating provincial-level implementation, supervising six (6) Provincial Engineers, and ensuring smooth delivery of the Annual Work Plan and Budget (AWPB). This role is essential in bridging national–provincial engagement and ensuring strong governance, safeguard compliance, and strategic reporting.
Key Responsibilities
The Project Planning Coordinator will:
- Coordinate provincial‑level project activities including logistics, training, consultations, and stakeholder engagement, ensuring alignment with the Annual Work Plan and Budget.
- Provide leadership and supervision to six (6) Provincial Engineers, including work planning, performance reviews, and staff development.
- Facilitate CAP risk ranking, PWAC meetings, and consolidate provincial submissions for NWRAC.
- Lead provincial integration of environmental, social, and gender safeguards (ESMP, GAAP, SEP, GRM).
- Act as provincial focal point and maintain strong relationships with government stakeholders and partners.
- Coordinate provincial reporting, including monthly updates, provincial communications, and preparation for national committee meetings.
- Support monitoring activities through travel planning, compliance with timelines, and timely acquittals.
- Represent the Project Manager when required at meetings, workshops, and field activities.
- Ensure timely reporting of any risks, non‑compliance, suspected fraud, or mismanagement.
Skills & Qualifications Required
- 10+ years’ experience in management or coordination of infrastructure or water projects in Vanuatu or other Pacific Island States
- Bachelors in in project management, public administration or a technical field related to engineering or water. Masters or post-graduate preferred.
- Strong stakeholder coordination skills and ability to engage large groups of stakeholders effectively
- Excellent communication and interpersonal skills for engaging with communities and government partners.
- Ability to prepare progress reports, maintain activity trackers, and ensure compliance with project standards.
- Demonstrated team management skills and experience in managing remote teams effectively
- Demonstrated ability to meet monitoring and reporting requirements
- Knowledge of the water security needs of remote communities in Vanuatu
- High level of working familiarity with Vanuatu’s nationa governance structure, provincial planning processes and traditional leadership.
- Knowledge of Vanuatu government legislation, policies and strategies pertaining to rural water supply.
Contract & Work Conditions
- Salary guide 3.5M to 5M Vatu annually depending on skills and experience
- 2-1/2 year contract with possibility of extension based on performance. Project will continue until 2030
- Standard working hours Monday–Friday, 8am–12pm and 1pm–5pm.
- Frequent provincial travel is required for project activities.
- Leave entitlements aligned with PSSRM provisions.
