2. INTRODUCTION
This document provides Terms of Reference for the final evaluation of the Bildimap Bren blong Pikinini (BBBP) project.
The Bildimap Bren blong Pikinini (BBBP) project was implemented between August 2021 and July 2025, with support from the Australian NGO Cooperation Program (ANCP). The project is implemented in Shefa and Sanma Provinces, with a projected reach of over 40,000 caregivers and children. The project’s overall goal is that children 0-5 years old across Vanuatu are supported to reach their optimal development potential.
As this project is in its final year of implementation, a final evaluation is planned to determine whether the BBBP project achieved its intended outcomes, what factors promoted or hindered the achievement of expected results and how/ why this happened.
