The Vanuatu Australia Health Partnership (VAHP) represents a 15-year bilateral investment from the Australian Government to support Vanuatu’s Ministry of Health (MoH) to deliver the health components of the National Sustainable Development Plan 2016–2030. VAHP has 4 focus areas – Health Governance, Public Health Priorities, Provincial Health Services and Inclusive Workforce. This role will support the Public Health and Provincial Focus areas.

Position Overview
The Provincial Finance and Audit Officer will play a key role in strengthening financial management and health financing systems at the provincial level to support the effective utilisation of Australian funds through the Direct Financing Arrangement (DFA). This position will work closely with the Ministry of Health to ensure that DFA funds are managed in alignment with Vanuatu Government procurement and financial regulations while maintaining transparency and accountability to DFAT. The role will focus on capacity-building initiatives, improving financial oversight mechanisms, and enhancing the integration of DFA funds into government systems to strengthen public financial management (PFM) within the health sector. Additionally, the officer will support provincial health teams in budget planning, expenditure tracking, and financial reporting, ensuring that funding allocations are aligned with provincial health priorities and used efficiently.

About You
Selection criteria:
- Appropriate Pacific-level qualifications in accounting and managing funds through Government of Vanuatu systems
- A tertiary degree in financial management and/or accounting is desirable, but relevant experience will be taken into account
- 5-10 years’ experience in accounting, preferably within government systems
- Proven management, organisational, and communication skills
- Strong spoken and written English and Bislama skills
- Strong financial management and reporting skills, with specific knowledge of financial management practices within the Vanuatu Government
- Experience with financial reporting and Vanuatu Government financial management information system (SmartStream) is highly desirable
