EXPRESSION OF INTEREST (EOI) FOR THE DEVELOPMENT OF THE VAN-PAWA MANAGEMENT UTILITY SYSTEM.
The Vanuatu National Power and Water Authority (VAN-PAWA) wishes to tender a sealed expression of Interest (EOI) for suitable, qualified and experienced local organisations to undertake the design and development of the VAN-PAWA Management Utility System.
Scope of Work:
A. Offline Meter Reading System
1.Mobile Application Development
- User-friendly interface for meter readers
- Offline data capture for meter readings
- Option to include GPS tagging for verification
2. Data Synchronization
- Automatic synchronization of data with the server when internet connectivity is restored.
- Error handling to ensure accurate data uploads
3. User Authentication
- Secure login with role-based access for field operators.
B. Accounting Management Module
1. Billing and Invoicing
- Automatic generation of invoices based on meter readings and tariff rates.
- Integration with email systems for invoice delivery
2. Payment Tracking
- Record and reconcile customer payments
- Integration with online payment gateways
3. Customer Account Management
- Maintain comprehensive customer profiles
- Monitor outstanding balances and payment histories
4. Financial Reporting
- Generate income statements, balance sheets and revenue analysis
- Real-time updates from the meter reading system.
C. Security and Compliance
- Encryption of sensitive data both in transit and at rest
- Role-based access controls for system users.
- Audit logging for accountability and compliance with industry standards.
D. Asset Registry
- Asset information
- Purchase details
- Maintenance history
- Available updates of assets
E. Stock Management
- Automate stock management
- Provide user-friendly interface
- Provide inventory and location management functionality.
- Analyze stock trend for forecast management
- Manage Purchase Orders
Project Objectives:
- Enhanced Efficicency – Enable field operators to input accurate meter readings offline & synchronize data seamlessly when internet access is available.
- Improved Accuracy – Reduce manual errors in meter reading and billing processes by automating data capture and synchronization.
- Streamlined Billing – Automate invoice generation, integrate real-time data from meter readings, and support multiple tariff structures.
- Financial Oversight – Provide detailed financial reports and analytics to support informed decision making.
- Customer Satisfaction – Ensure timely & accurate billing, payment tracking and streamlined dispute resolution.
How to Apply
Submission Qualification Requirement:
Interested bidders must ensure that they meet all qualification criteria listed below when submitting their EOI.
Due Date and time for submission is Thursday 6th February 2025, 5pm.
- The interested developer must submit their projection costing and schedule for design and development of the system.
- The developer must include in their submission, CVs for their technical staff and the designation of people who will be involved in the development of the VAN-PAWA utility management system. Showing their professional experiences.
- Developer must have a valid business license
- The developer must have 3-5 years of experience of practical experience in developing various systems and must provide a listing of these systems in their submissions.
- Must be well versed and equipped with technology and thorough understanding of what is required of the VAN-PAWA Utility Management System.
