Terms of Reference (ToR) for Monitoring and Evaluation (M&E) Officer

Position Title: Monitoring and Evaluation (M&E) Officer
Location: Port Vila, Department of Water Resources, Ministry of Lands
Duration of Assignment: Full-time contract for an initial period of 12 months, with the potential for extension based on performance, organizational needs, and the availability of funding.
Reporting to: Project Manager

Background
The Department of Water Resources (DoWR), under the Ministry of Lands, is mandated with the
sustainable management and development of the country’s water resources. As part of its mission, the Department implements numerous projects to ensure equitable access to water resources, enhance governance, and promote environmental sustainability.

To achieve these objectives, robust monitoring and evaluation (M&E) systems are essential. These
systems ensure that project goals are met, resources are utilized effectively, and project outcomes align with government and donor expectations.

The Department is seeking a Monitoring and Evaluation (M&E) Officer to design, implement, and
oversee these systems. This role is an excellent opportunity for new university graduates to gain
invaluable experience and build their professional capacities in M&E and project management,
contributing to the nation’s sustainable development goals.

Objective of the Assignment
The primary objective of the M&E Officer is to ensure the effective tracking, analysis, and reporting of project activities, outcomes, and impacts. The role involves developing M&E frameworks, collaborating with internal and external stakeholders, conducting data-driven evaluations, and identifying areas for improvement to optimize project performance and sustainability.

Expected Deliverables

Annual and Quarterly Reports: Comprehensive reports highlighting project progress, challenges, and outcomes.
Updated M&E Frameworks: Frameworks that reflect updated project goals, lessons learned, and stakeholder feedback.
Risk Assessment Reports: Comprehensive evaluations of risks affecting project implementation, including proposed mitigation strategies.
Training Sessions: Capacity-building workshops or seminars delivered to stakeholders and project staff.
Project Databases: Well-maintained, user-friendly databases that provide real-time updates on project status and outcomes.
Impact Evaluation Reports: Analytical assessments of the long-term impacts and sustainability of water resource projects.

Qualifications and Experience
Education:

  • A diploma or higher qualification in Project Management, Research, Monitoring and Evaluation, Development Studies, or a related field.

Experience:

  • A minimum of 3-5 years of relevant experience in M&E, data analysis, or project management is preferred.
  • Newly graduated candidates with exceptional academic records and strong interest in M&E are encouraged to apply.

Technical Skills:

  • Proficiency in M&E tools and software, such as Excel, Access, Power BI, SPSS, or GIS tools.
  • Strong data collection, management, and visualization skills.

Soft Skills:

  • Excellent communication and interpersonal skills to engage effectively with diverse stakeholders.
  • Strong analytical and problem-solving capabilities.
  • Ability to work both independently and as part of a team.

Behavioral Competencies:

  • Honest, hardworking, and detail-oriented.
  • Demonstrates a proactive attitude and commitment to achieving results.

Languages:

  • Proficiency in English and Bislama is essential. Knowledge of French is considered an advantage.

Special Conditions
Frequent travel to project sites is required, sometimes in remote or challenging locations.
Flexibility in working hours to accommodate project needs, including occasional weekend or evening work.
