Job Description

Title: Labour Mobility Officer – Reintegration

Duration : Until 30 September, 2025 with possible extension
Government pay scale: Annual salaryVUV 1,195,500

Labour Mobility Programs (PALM and RSE):

There are currently two labour mobility programs being implemented in Vanuatu. The Pacific Australia Labour Mobility (PALM) scheme offers both seasonal and long term opportunities for Ni-Vanuatu to work in Australia for up to four years, in various sectors (including meatworks, agriculture and tourism). The Recognised Seasonal Employers (RSE) scheme offers opportunities for Ni-Vanuatu to work in New Zealand for up to 7 months at a time primarily in the viticulture and horticulture sectors.

Reintegration Program Background:
The Employment Services Unit (ESU) within the Dpt of Labour has developed strong relationships with civil society organisations, non-government organisations (NGOs), private sector and Government Departments who have commitment to supporting seasonal workers to adjust and reintegrate successfully back into their families & communities; whilst potentially utilising their new skills, knowledge, confidence and funds to improve the livelihood of themselves and their families. Facilitating worker debriefing will also be a part of this reintegration program. The current reintegration partnerships include V-lab and Dpt Agriculture, and potentially World Vision, IOM and Vanuatu Chamber of Commerce & Industry (VCCI). Dpt Labour plans to develop and strengthen more partnerships as the reintegration program grows. Strengthening reintegration is a priority for Dpt Labour so that Vanuatu as a country can fully experience the most possible benefits from Circular Labour Mobility.

Purpose of the Position:
The Employment Services Unit (ESU) within the Department of Labour is responsible for delivering high- quality Labour Mobility programs to both Australia and New Zealand.

The Labour Mobility Officer – Reintegration will support the implementation of the Reintegration Program that is linked to both Labour Mobility Programs (PALM and RSE), implemented through Employment Services Unit (ESU), Dpt Labour. There are many partners/ stakeholders implementing different reintegration initiatives, and this role will support the senior reintegration staff in coordinating and implementing the various components of the reintegration priorities of the Vanuatu Government. This is so that workers and their families are supported before they leave, whilst they are away, and when they return from working in Australia and New Zealand, with regards to worker and family reintegration aspirations.

Duties:
Under the direction of senior ESU staff, the Labour Mobility Officer – Reintegration will:

  • Support the implementation of the reintegration strategy/ framework document that guides all the labour mobility reintegration initiatives.
  • Explore, develop and maintain strong relationships with reintegration partners (V-lab, IOM, ILO, PPIU, Dpt Agriculture, World Vision, IOM, VCCI and others), and keep updated with the implementation of their respective reintegration initiatives.
  • Support the facilitation of quarterly reintegration stakeholder workshops to get updated feedback about reintegration options and pathways; and to reflect on and improve the reintegration program.
  • Implement the smooth facilitation and delivery of ‘Where to now? Open days’ for any return seasonal workers to attend. These days will include ‘debriefing sessions’ to allow workers to give feedback about their experience overseas; and also include specific information about potential pathways for when workers return, so they are thinking about their visions before they leave to work overseas.
  • Focus on engaging with local partners who can add sustained value to the reintegration program.
  • Communicate with relevant Australian based organisations that are contributing to labour mobility reintegration (e.g. employers, skills ‘add on’ projects)
  • Facilitate assistance to returned seasonal workers with regards to provision of debriefing sessions and provision of information about reintegration options.
  • Participate in collection of ‘stories of change’ from the return seasonal workers, whose involvement in the reintegration program reflects a positive change in their life
  • Contribute to monthly reporting requirements are consistently met, informing the progress of the Labour Mobility Reintegration program.
  • Participate in meetings and complete other required activities relevant to this role.
  • Lead by example when delivering role and its responsibilities
  • Report any incident to your supervisor, where staff or participants are behaving in a manner that contravenes the workplace Code of Conduct.

Qualifications and Experience:

  • Demonstrated experience in ‘cold calling’ and exploring partnership opportunities.
  • Experience in facilitating workshops and then producing a strategic document with the input.
  • Demonstrated experience in being a strong team member in an operational environment.
  • Can demonstrate experience in organisational reporting requirements.
  • Excellent communication, networking & interpersonal skills: external engagement and coordination
  • Has strong organisational and time management skills
  • Demonstrates experience in facilitating workshops and training activities.
  • Excellent written skills to capture debriefing and reintegration information.
  • Demonstrates high levels of initiative.
  • Excellent computer skills (Internet, Word, Excel, PowerPoint, Outlook).
  • Experience in managing and implementing projects.
  • Understanding of Gender, Disability and Social inclusion
  • Experience in fast paced working environments, with tight deadlines.
  • Fluent in English and Bislama
  • Familiarity with the Pacific Labour Mobility programs
