CARE International in Vanuatu has a focus in Gender Equality, Disaster Risk Reduction (DRR), Inclusive Governance and Emergency Response and Recovery.
The Resilience Officer will work as part of a team to contribute to achieving the objectives of the Disaster READY project. The Resilience Officer is responsible for ensuring the effective implementation of disaster ready activities, monitoring and reporting. The principal role of the Resilience officer is to ensure that project activities are performed well, that they meet expected results and indicators effectively and that all activities are conducted in line with CARE’s Codes of Conduct. The officer ensures that project reports are prepared, checked and processed in accordance with reporting deadlines.
We are looking for 2 x Project Officers to join our Resilience Team. This position is based in Tanna and requires 50% of the time to be based in project locations in islands within Tafea Province.
The major responsibilities will be varied and will include:
- Ensure the effective and efficient implementation of Disaster Ready Project activities according to the activity plan and budget.
- Ensure CARE’s programming principles, in particular gender and rights-based approaches are applied into project activities.
- Support trainings on DRR concepts, climate change, emergency preparedness and gender as per the project proposal.
- Mobilise community members, authorities and key stakeholders according to activities planned.
- Prepare detailed budget request for each field trip and activities.
- Collect relevant data and information needed to ensure the proper application of monitoring systems.
- Participate in review of objectives, outcomes, indicators and budgets to ensure that they are appropriate and realistic.
- Ensure regular report activities are submitted to line manager.
- Provide quality support during donor monitoring and senior management visits as well as the consultant / technical support visits to field site as required.
- Ensure lessons learnt are being documented to maximise the impact of CARE’s current or future projects.
- Engage in emergency preparedness, assist in any emergency response as required.
Required Qualifications and Skills

- Minimum technical diploma and/or vocational training or at least 2 – 3 year experience working on disaster risk reduction (DRR), food security, gender or climate change projects, preferably in an NGO or government agency.
- Passion for, and knowledge or resilience, climate change concepts, approaches, policies, actors and networks with a focus in Vanuatu and the Pacific
- Understanding of the community-based development work and / or activity implementation
- Good oral and written English
- Excellent communications and facilitation skills in Bislama
- Willingness to travel within the islands of Tafea Province, and to spend extended periods in remote locations and basic living conditions
- Demonstrated understanding of gender equality and women’s empowerment and to CARE’s approach and values including diversity and cultural sensitivity.
- Demonstrated ability to respond effectively to challenges, to be flexible, and resilient as well as to work effectively in a small, diverse and busy environment
- Demonstrated interpersonal skills including the ability to create and foster collaborative and productive relationships with internal and external stakeholders
- Good IT software skills, keyboard / data entry and numeral skill
