Full-Time TECHNICAL AND ADMINISTRATIVE OFFICER ( NORTHEN BRANCH )

Job Description

Utilities Regulatory Authority (URA) is advertising to recruit a ‘Technical and Administrative Officer (Northern Branch)’. The Technical and Administrative Officer position is a permanent position with the URA and will be based at the URA Santo Office. The position will be subject to a six (6) months’ probation period.

Successful candidates must meet the following requirements:

  • A Bachelor’s Degree in engineering preferably in electrical or water systems engineering or other engineering-related fields.
  • At least five years of working experience in administering technical operations in a business or utility; prior employment in a power or water utility would be advantageous.
  • Accountability and trustworthiness are the best attributes for an officer working in isolation from the head office, the officer should be able to travel with minimum difficulty
  • Demonstrates a good understanding in utility regulation principles, concepts and good practices. Some understanding in tariff determination is also an added advantage.
  • Ability to work as a team and also independently
  • Strong knowledge and experience in project management and budget preparation.
  • Ability to communicate clearly and effectively with stakeholders and fluent in both written and spoken English and Bislama with some basic understanding of French an added advantage.
  • Ability to think analytically and wholistically and must have good interpersonal skills and dispute resolution skills
  • Willingness to learn on the job.

A valid driver’s licence would be advantageous.

The URA was set up under the Utilities Regulatory Authority Act No. 11 of 2007 (as amended). The Authority acts independently of the Government and its primary purpose is to increase access to safe, reliable, and affordable electricity and water services, and to promote the long-term interests of consumers throughout Vanuatu. In addition, the Authority assists in resolving consumer complaints and disputes and advises the
Government on matters related to electricity and water. It also reviews tariffs under the rules of the Concessions Agreements and relevant legislation.
