Consultancy: Drafting Mechanism and Governance of Reintegration Fund System for Value Addition Program

Overview
The Ministry of Trade and Commerce (MTC) through the Department of Industry, in collaboration with relevant stakeholders, seeks to engage a consultant to draft the mechanism and governance framework for an appropriate fund system to accommodate the re-integration program with a focus on the development in value addition.
Therefore, the Ministry of Trades invites qualified consultants to submit quotations for developing a comprehensive mechanism and governance of Reintegration Fund System for Value Addition Program in Vanuatu. This initiative aims to enhance the economic reintegration of returning citizens by supporting value-added activities and sustainable development.
Scope of Work
The selected consultant will be responsible for:
- Mechanism Development: Designing and drafting a robust mechanism for the Reintegration Fund System that aligns with Vanuatu’s economic pillars as detailed in the National plan and the National Industry Development Strategy.
- Governance Framework: Establishing a transparent and accountable governance structure for managing the fund, including roles, responsibilities, and processes.
- Stakeholder Engagement: Collaborating with relevant stakeholders, including government agencies, NGOs, and community representatives, to ensure broad-based support and participation.
- Capacity Building: Providing training and capacity-building support to local institutions and stakeholders to ensure effective implementation and sustainability of the fund system.
- Monitoring and Evaluation: Developing a monitoring and evaluation framework to track the performance and impact of the Reintegration Fund System.
Deliverables
- Comprehensive mechanism and governance document
- Training materials and capacity-building tools
- Monitoring and evaluation plan
- Final report summarizing the consultancy outcomes.
Qualifications
- Advanced degree in Public Administration, Economics, Development Studies, or a related field
- Proven experience in designing and implementing fund mechanisms and governance frameworks, preferably in a development context.
- Strong understanding of value addition programs and economic reintegration strategies
- Excellent analytical, drafting, and communication skills.
- Ability to work collaboratively with diverse stakeholders and in a multicultural environment.
- Prior experience in the Pacific region or similar contexts is an advantage.
